MINUTES OF THE ADJOURNED MEETING
OF THE ROSEMEAD CITY COUNCIL ON
JUNE 20, 1978 AT 7:00 O'CLOCK P.M.
The adjourned Meeting of the Rosemead City Council was
called to order by Mayor Taylor in the Council Chambers of
City Hall, 8838 E. Valley Blvd., Rosemead California on June
20, 1978 at 7:00 p. m.
The Pledge to the Flag was led by Councilman Hunter
The Invocation was delivered by Hugh Foutz, City Treasurer.
ROLL CALL OF OFFICERS:
Present: Councilmen Hunter, Imperial, Tury & Taylor
Absent: Councilman Cichy
Mayor Taylor stated that the primary purpose of this
meeting is to have public imput for Revenue Sharing Funds.
Frank G. Tripepi, City Manager, stated that this Hearing
was required by the Federal Government in order to consider
Revenue Sharing Funds as they relate to the total budget for
the fiscal year 1978-79.

Robert Govella, President of B.O.Y.S., 8109 E. Fern St.,
requested assistance in the amount of $1690.85 from the
Revenue Sharing Funds.
Mike Sakamoto, Rosemead Community at Work, 2403 N. San
Gabriel Blvd., spoke on behalf of Melinda Korjanek and re-
quested that the Council consider Bienvenidos for another
year.
Dr. Alpah, Ingleside Mental Health Center, 7500 E. Hell-
man, requested funds in order to continue some of the,-,current
programs and a new 24-hour crisis service.
Mike Castillo, Y.M.C.A of West San Gabriel Valley, 10
North Almansor St., Alhambra, spoke on behalf of the NYPUM
Program and requested the Council continue support of the
program with Revenue Sharing funds.
Melinda Korjanek,spoke on her behalf and requested that
the Council consider funding the Community at Work Program in
order that she may be able to continue her services for the
needy people in the area.
Alice Ocanna spoke on behalf of Melinda Korjanek.
Cleo Hunter, West Dan Gabriel Valley Juvenile Diversion
Project, 9200 E. Valley, Rosemead, requested funds to continue
their program. She stated that there was approximately $4000
left from last year and about $2000 would be necessary to con-
tinue.
Elizabeth Seitz, Administrative Deputy of the Department
of Public Social Services of L. A. County, commended Melinda
Korjanek for the excellent work she has done and commented on
the fact that her efforts have save the citizens of L. A.
County over $50,000 in taxes.

Henry Mejia, Executive Director of the Open Door Clinic,
requested $5,000 from the City of Rosemead, and stated that
he was informed that if ten percent is not available then the
ninety percent from the State will not be received either.
He stated that they have provided detoxification from herion
for at least 45 residents of Rosemead.
Mayor Taylor inquired how many of these people are re-
occuring addicts that are coming back for services.

Mr. Mejia stated that he did not have the statistics on

with the Rosemead cases, not the names, but just the success
ratio and reoccuring cases.
Mr. Mejia stated that he would get that information for
the Council.
Quadalupe Rojas, 2403 North San Gabriel Blvd., spoke on
behalf of Melinda Korjanek.
Juan Jimenez, Executive Director of Operation Y.E.S.,
requested funding for the program he represents and all the
other programs in the area.
Bob Bruesch, 3126 N. Isabel, representing Rosemead Boys
Club and Rosemead Youth Soccer Organization, requested funding
and stated that a new organization is being established and
requested that their proposals be kept on hand.
Quadalupe Rojas spoke again regarding the attributes of
Melinda Korjanek.
Mayor Taylor inquired who has priorities from property
taxes.
Ed Dilkes stated that at this time, there are no priorities
established and there are a number of pieces of legislation in
the works. SB 154 is visible, but at this time there is no sta-

Mayor Taylor requested that the City Attorney have that
written opinion by the next meeting so that the Council can
have something to rely on regarding the current law and not
what is being proposed.
Councilman Tury stated that no one at this point in time
knows exactly how the surplus will be distributed, but what
is going to happen after the surplus is gone is going to be
the real problem.
Mayor Taylor stated that there would be no action taken
on Revenue Sharing Funds as far as the allocation of them and
will be deferred to a later date.
Mayor Taylor requested that a Resolution be adopted con-
gratulating Father Glennan of St. Anthony's Church who has
just been appointed a Monsignor.
There being no objection, it was so ordered.

Councilman Imperial stated that he would not be present
at the next Council Meeting as he will be in Washington, D.C.
for the Legislative Committee of Contract Cities.
The Council Meeting was adjourned to Monday, June 26th
at 8:00 p. m., for a joint hearing with the Redevelopment Agency.
