MINUTES OF THE ROSEMEAD CITY
COUNCIL STUDY SESSION REGARDING
ANTI-GRAFFITI ON JUNE 12, 1978
The study session of the Rosemead City Council was called
to order by Mayor Taylor on June 12, 1978 in the Conference Room
of City Hall, 8838 E. Valley Blvd., at 9;40 p. m., to discuss
the graffiti problem in the City of Rosemead.
ROLL CALL OF OFFICERS:
Present: Councilmembers Hunter,Tury, Cichy, Imperial, and
Mayor Taylor
Absent: None
Frank G. Tripepi, City Manager, stated that a survey had
been taken showing the various ways the other cities have taken
care of the problem including a program which involves the Cham-
ber of Commerce.
Frank G. Tripepi, also, stated that the question of using
public funds to remove graffiti had been brought up and passed
copies of legislation that allows the City or County to enact
an ordinance which will allow them to use funds for the removal
of graffiti.
Councilman Imperial stated that his main concern was coming
up with a program. One that could start as soon as possible.
He felt that the City could use one or two of its trucks with
CETA employees to erace the graffiti, and this could be handled
by the Parks & Recreation Department.
Councilman Tury suggested that a private contractor be used
but felt that no projects should be started until we find out the
full impact of Proposition #13 will have on our funds.
Mayor Taylor inquired what the position of the City is re-
garding CETA funding.
Frank G. Tripepi, City Manager, stated that if a regular
employee is layed off then all. CETA employees doing the.;same.
thing.have'to be layed off also.
Mr. Tripepi stated that since all the CETA employees have
already been assigned positions and personnel would have to be
hired for this position.
Councilman Imperial inquired if the City had a truck for
this type of project whether it be part-time or full time.
Mr. Tripepi stated that the City has a piece of.equipmeht
called a Hoxie Sprayer with a hitch on it which is pulled by
another vehicle. This sprayer is approximately five years old
and the pressure that it once had does not exist. There are
all kinds of equipment available but we do not have them at this
time.
Mayor Taylor requested a list of the employees and when they
were hired whether it be regular employees or CETA employees from
1970 on.and~break.it.down to show how they have been added to the
City and including CETA.showing how that figure has grown and if
we could justify using existing personnel, and then getting a CETA
employee to help.

Councilman Imperial requested that the City Manager inquire
what a private firm would charge and return with a presentation
and whether we could do it with existing people and what would
be necessary to buy to do this job and who we would have to em-
ploy whether it be with CETA or regular.
Councilman Hunter requested that this information be made
available within 90 days.
Councilman Tury felt that we should wait until after the
Jarvis initiative takes effect.
Councilman Imperial stated that he felt that it is degrading
for the City to have this graffiti problem and should have some
kind of definite program to alleviate it.
The Council Meeting was adjourned at 10:00 p. m., to the
regular meeting of the Council on June 13, 1978 at 8:00 p. m.
