The Special Meeting of the Rosemead City Council was
called to order by Mayor Taylor in the Conference Room of
City Hall, 8838 E. Valley Blvd., Rosemead for a study ses-
sion regarding an anti-graffitti program immediately following
the adjournment of the Redevelopment Agency at 9:50 o'clock
p. M.
ROLL CALL OF OFFICERS:
Present: Councilmembers Tury, Imperial, Hunter, Cichy
and Mayor Taylor
Absent: None
Mayor Taylor stated that this is only a discussion and
can be decided upon at a later date.
Councilman Tury stated that he would like to have more
time to look into more alternatives.
Councilman Imperial stated that he had requested this
discussion for a anti-graffittieprogram because he felt a pro-
gram was needed but a City program i•sswhat is really needed.
Possibly a truck, a CETA employee or City employee with the
permission of the owner to eradicate the graffitti this can
be done.with a continuous program.
Juan Jimenez commented on some of the methods used by his
organization as an anti-graffitti program, and he feels education
can do a lot to help control this problem.

Juan Jimenez stated that possibly some CETA slots could

Councilman Tury iiiquired:if there were more gang activities
lately, more vandalism.
Juan Jimenez stated that there are some new gangs coming
into the area. Some of the names are Lomas, 19th Street, S.S.G.,
White Fence.Gangs.
Councilman~Imperidl requested that the City Manager look into
an equippedttr.uck to handle anti-graffitti work and how much it
would cost to have two people working on a continuous basis and
bring this information back to us for some consideration.
Councilman Tury requested that the City Manager investigate
how much it would cost if a private contractor did the work.
Mayor Taylor requested that the possibility of using a pick-
up truck that the City has already and just mounting a paint
sprayer on it,beninvestigated by the City Manager, and he stated
that he didn't feel it mattered who actually did the work whether
it is a CETA employee or a contractor or actually who as long as
we don't add additional people to the payroll.

Hugh'?Foutz, Agency Treasurer, inquired about the new gangs
that are moving into town.,
Mayor Taylor requested that Frank Tripepi, City Manager,
contact the Sheriff's Department and they will provide us with
an up-date ofrthei.Gangs that are now in the area.
The Council Meeting was adjourned at 10:30 p. m,, to the
regular Council Meeting of March 28, 1978 at 8:00 P. M.
