PUBLIC COMMENTS FROM THE AUDIENCE The City Council will receive public comments on matters not listed on the agenda. 2. ORDINANCES READ BY TITLE ONLY State law requires that all ordinances be read in full prior to the City Council /Agency Board taking action; however, by motion, unanimously adopted, the City Attorney can be instructed to read all ordinances by title only. Recommendation: That the City Attorney be instructed to read all ordinances which appear on this agenda by title only, and that further reading be waived. 3. PUBLIC HEARING A. Adoption of Ordinance to Amend Contract with CalPERS to Exclude Lifeguards, Lifeguard /Swim Instructors and Recreation Leaders from CalPERS Membership On October 25, 2011, the City Council approved the Resolution of Intention to amend the City's contract with CaIPERS. The next step in the process of amending the contract is the adoption of an ordinance requesting a contract amendment. Recommendation: That the City Council introduce for first reading Ordinance No. 921, entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA AUTHORIZING AN AMENDMENT TO CONTRACT BETWEEN THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA AND THE BOARD OF ADMINISTRATION OF THE CALIFORNIA PUBLIC EMPLOYEES' RETIREMENT SYSTEM Page 2 of 3 ROSEMEAD CITY COUNCIL SPECIAL MEETING AGENDA November 15, 2011 4. STRATEGIC PLANNING WORKSHOP The City Council and the management team will review and discuss Rosemead's strengths, weaknesses, opportunities, and threats (SWOT). This process will lead towards the development of organizational goals, as well as specific strategies and action plans for city departments. This is the second of three Strategic Planning Meetings that the City Council will conduct in an effort to update Rosemead's Strategic Plan for 2012 and 2013. 5. MATTERS FROM CITY COUNCIL 6.
