A Special Meeting of the Rosemead City Council was called to order by Mayor Cichy in the Council Chambers of City Hall, 8838 E. Valley Blvd., Rosemead, California at 9:00 o'clock p.m.. 1. Reconsideration of Resolution-"No. 78-7, A Resolution of the City Council of the City of Rosemead, California Ordering Pursuant to Elections Code #5353, the sub- mission to the qualified voters of said City at the General Municipal Election to be held in said City on March 7, 1978, an Advisory proposal relating to voter approval of Tax Allocation Bonds. Councilman Taylor stated that at the Council Meeting of January 20, 1978 there was a misunderstanding.by some of the Councilmembers but he would like to leave the Resolution No.78-7 as it stands. . MOTION BY COUNCILMAN IMPERIAL, SECONDED BY COUNCILMAN;, HUNTER7,that Resolution No: 78-7 be reconsidered. Vote resulted: AYES: Councilmembers Hunter, Imperial. Tru.iillo & Cichy. NAYES: Councilman Taylor Whereupon the Mayor declared said motion duly carried and so ordered. RESOLUTION NO. 78-7 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD CALIFORNIA ORDERING PURSUANT TO ELECTIONS CODE #5353, THE SUBMISSION TO THE QUALIFIED VOTERS OF SAID CITY AT THE GENERAL MUNICIPAL ELECTION TO BE HELD IN SAID CITY ON MARCH 7TH, 1978, AN ADVISORY PROPOSAL RELATING TO VOTER APPROVAL OF TAX ALLOCATION BONDS MOTION BY COUNCILMAN TAYLOR, SECONDED BY COUNCILWOMAN TRUJILLO that Resolution No. 78-7 waive further reading in full. Vote re- sulted: UPON ROLL CALL ALL COUNCILMEMBERS~PRESENT VOTED AYE. The Mayor declared said motion duly carried and so ordered. MOTION BY COUNCILMAN TAYLOR, SECONDED BY COUNCILWOMAN-TRUJILLO that Resolution No. 78-7 be adopted. Vote resulted: AYES: Councilmembers Trujillo and Taylor NAYES: Councilmen Imperial and Hunter and Mayor Cichy Whereupon the Mayor declared said motion was denied"and'iso - ordered.'- Councilman Taylor madeia'motibn.to have the minutes verbatim, but the motion died due to a lack of a second. SCM-1-23-78 Page #1 STUDY SESSION MINUTES OF THE ROSEMEAD CITY COUNCIL ON JANUARY 23. 1978 AT 8:25 P.M. A Study Session of the Rosemead City Council was called to order at 8:25 p. m. on January 23, 1978 in the Council Cham'=^ bers of City Hall, 8838 E. Valley Blvd., Rosemead, California. by Mayor Cichy. Mayor Pro Tem Imperial had requested a study session re- garding the up-dating of the Municipal Code, and he stated that many of the problems that have occurred because the Rose- mead Municipal Code was not up-dated. He felt that the Code should be worked on by a Code Attorney. Frank Tripepi, City Manager, stated that money had been appropriated for the Book Publishing Company to do a complete analysis of the Municipal Code of the City of Rosemead, and if this is the Council's desire any and all sources that per- form these kinds of services will be contacted by staff will request to receive proposals.for the Council's consideration. Councilman Hunter requested that the Land Use Element of the General Plan also be included at the same time. Councilman Taylor stated that he was in favor of doing both, but in a separate basis.on separate bids. Frank Tripepi, City Manager, stated that the sources that would do the elements of the General Plan would be different than those up-dating the Municipal Code. Robert Ritchie, 9355 Glendon Way, spoke in favor of the up-dating of the Municipal Code especially in regards to the Zoning Section. MOTION BY COUNCILMAN IMPERIAL, SECONDED BY COUNCILMAN HUNTER that the City Manager's Office be authorized to solicit bids for codification of the Rosemead City Code and to prepare the necessary legal elements to the General Plan to be awarded by February 28, 1978 Council•Meeting. Vote resulted: There being no objection, it was so ordered. Councilman Taylor stated that the General Plan also should be up-dated as things are changed. Don DeTora, 4731 N.
