The meeting was called to order at 9:00 a.m. at City Hall by Community Development
Director Stan Wong in the Conference Room, 8838 E. Valley Boulevard, Rosemead,
California.
PRESENT: Council Member's Alarcon and Low, Planning , Eng, and
Traffic Commissioner Hall.
STAFF PRESENT: Community Development Director Wong, Community Development
Manager Ramirez, City Planner Bermejo, Assistant / Planner Trinh, Sgt. Abel Moreno,
Code Enforcement Officers Wayne Co and Abel Rodrigue

B. Positive and Negative - Features — Staff mentioned'that Garvey provides an
opportunity to'retain and attract commercial and industrial businesses that
contribute positively to the overall tax base.

�1:�The.gateway to Rosemead from the east is anchored by a
\beautifui\new bridge.
2. Garvey is enhanced by mature canary island pines and silk floss
trees with street medians.
\� 3. Garvey, boasts wide sidewalks (12 feet wide) that are landscaped
with mature lemon gum sycamore trees. These trees add shade
to the thoroughfare.

Planning Commissioner Eng nominated City Council Alarcon for Chair.
City Council Alarcon nominated City Council Low for Vice - Chair.
4. CRIME STATISTICS
• City Planner Bermejo stated Code Enforcement has reported there is less
crime Garvey Boulevard.

5. DISCUSSION AND SETTING GOALS
A. Discussion and Overview
Community Development Director\ suggested that the Garvey
Subcommittee work in \pha es`s target areas first. The first area
targeted should start at the and end at Walnut Grove.
The subcommittee discussed locating- strategic places for parking and
possible /parking�solutions\by/creating parking structures and using

*\ \ The subcommittee discussed the possibly of a Farmers Market / Swap
Meet, nd suggested that the City of Monrovia and other Cities be called to
acquire,inforrnation. It was also mentioned that the City of Glendora holds
a Swap Meet at Citrus College on Saturday's and Sunday's and the city
generated funds from business licenses.
The subcommittee recommended that ways be found to showcase the
Auto Auction site in a positive way. It was discussed that maybe it could be
used as an interim site for Food truck events. Community Development
Director Wong informed the subcommittee there may be a problem with
having Food Trucks in one location too often, as the surrounding business
owners may feel it is taking away from their business (Nimby).

Traffic Commissioner Hall stated she would like to see the fast growing ivy
installed on Mission and Walnut Grove (SCE property) for weed abatement
issues.
• Discussion of contacting property owners to lease or buy a portion of under
utilized /vacant properties and contact the county for the possibility of
covering the wash for additional parking opportunities.
• Discussion of separating El Monte from Rosemead,with an entry statement
such as, "Now Entering Rosemead."
• Beautification Recommendations

4. Landscaped private semi- gardens for un- utilized properties
• Field Trip to other successful cities recommended to obtain ideas on
enhancing the corridors t of City of Rosemead.
• Discussion of retail stores and restaurants the Committee would like to
see in the City of Rosemead, such as Marshalls, Old Navy, Ross, and K-
mart. A recommendation \was made to-do a - Market Analysis study to see
what is / wanted`or \ needed in the City. It was also recommended that a
survey /be completed to\d`etermine resident shopping and dining
preferences and market the \results to desired establishments. Such
survey.could be completed,at the different City functions.
Discussion`of the City's Zoning Code and how it needs to be updated to
the Ci \\ yen \ \.
• Recommendation of_ service clubs to help the community and the elderly
.was discussed but lack of staff and money makes this difficult.
