DATE: DECEMBER 1, 2011
SUBJECT: TRAFFIC COMMISSION —DEVELOPMENT OF GOALS AND OBJECTIVES
SUMMARY
The City Council is currently undertaking the development of a new Strategic Plan for 2012
and 2013. The Strategic Plan helps to provide guidance and direction for the City's
commissions, committees, and departments through the framework of a long -term vision
statement, key organizational goals, strategies, and action plans. As part of the
development of the Strategic Plan, the City Council will convene a joint meeting on
December 13 with both the Planning Commission and Traffic Commission to review
proposed goals and objectives for 2012 -13. Developing a list of traffic and safety - related
priorities will help ensure that they are reflected in the City's Strategic Plan.
On November 3, 2011, the Commission reviewed and provided direction on goals to focus
on next year. Comments have been incorporated into a revised draft document.
Staff Recommendation
It is staff's recommendation that the Traffic Commission approve the goals and objectives
and forward it to the City Council for possible inclusion in the City's Strategic Plan.
ANALYSIS
The City undertakes a strategic planning process every two years to help establish goals,
strategies, and action plans. This effort includes developing a strengths, opportunities, and
threats analysis (SWOT) for the City, holding public workshops to discuss goals, and finally
developing a strategic plan document.
The City Council met in September to initiate the process and has subsequent public
workshops scheduled in November and December to further discuss the plan. In
December, the City Council will convene a meeting with both City commissions to take
input on goals /objectives that have been identified.
In order to prepare for this joint meeting, staff developed a rough working draft of
traffic /safety - related priorities that are regularly discussed by the Commission. Establishing
these priorities will help ensure that they are reflected in the overall City plan.
