The City Attorney stated that when an up-grading process is going on,the courts do not want to see individuals lose their -investments, but courts get very strong on enforcement if indi- viduals are dragging their feet or are just being obstinate. Councilman Imperial inquired who would be the decider of the fact of sufficient or insufficient progress being made. The City Attorney stated that the Courts would be making the decision, but that the City's imput would be a major influ- ence on this decision. The City Manager stated that everyone had at least five months to rectify the problem and now that the Ordinance is in effect they are asking for an extension. Mr. Ralph Monaca, owner of fruitstand at Mission & Valley Blvd., requested an extension.
