OF THE ROSEMEAD CITY COUNCIL
OCTOBER 3, 1977 AT 6:00 P. M.

The Adjourned Meeting of the Rosemead City Council was
called to order by Mayor Cichy in the Community Center at 6:10
p. M. It was a joint session with the Chamber of Commerce.
The Pledge to the Flag was led by Councilman Hunter.
The Invocation was delivered by Councilman Taylor.
ROLL CALL OF OFFICERS:
Present: Councilmembers:Hunter;..Taylor, Trujillo and
Mayor Cichy.
Absent: Councilman Imperial
Donald M. Grieninger, President of the Rosemead Chamber
of Commerce read the roll:
Present: Donald M. Grieninger, Wilbur Liggett, Arthur Maude,
Jack Adams, Donald Bailey, James Bennett, Marguerite
Brown, David Montelleno, Louis Tury & Robert Young.
Mayor Cichy requested that Donald Grieninger comment on the
financial problems that the Chamber of Commerce is having.
. Donald Grieninger, President of the Chamber, stated that
there had not been an accounting system for over a.year.and
that recently they became aware after an audit that they would
soon be bankrupt.
Councilman Imperial entered the Room.
I. FUNDING
A. Part-time Secretary for 30 days
B. CETA Secretary for 1 year
C. Advance Payments by Council
D. Fund/Raisers for coming year
The pros-and cons of having a part-time Secretary was
discussed by both the Chamber and the Council, and also if
a CETA Secretary for one year would be beneficial to them.
MOTION BY COUNCILWOMAN TRUJILLO, SECONDED BY COUNCILMAN
IMPERIAL that a part-time Secretary for 30 days and a CETA
Secretary forgone year be made available to the Chamber of
Commerce.
, After additional discussion, it was not made clear if
this would be beneficial to the Chamber.
MOTION BY COUNCILMAN TAYLOR, SECONDED BY COUNCILMAN HUNTER
to table Items A..& B. Vote resulted:
UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE.
The Mayor declared said motion duly carried and so ordered.
C. The Chamber did not feel that-an advance in payments
to the Chamber would be of any help as they would have to re-
pay it at a later date.
D. Fund Raisers were discussed but nothing was decided.
II. EVENTS
A. Parade.
.The Parade was discussed and it, was felt by most that
there should be a parade,the type and when would be decided on later.

B. Miss Rosemead Pageant
There was much discussion regarding the funding of the ?Hiss
Rosemead Pageant and it was requested to fund the J.C's directly
for the pageant since they do the work.
It was then suggested that it would not be proper to give
the money directly to the J.C.'s and it should be given to the
Chamber who will pass it to the J.C's.
MOTION BY MAYOR CICHY. SECONDED BY COUNCILWOMAN TRUJILLO
that an additional $400 be allocated for the Miss Rosemead Pageant.
Vote resulted:
AYES: Councilmembers Imperial, Taylor, Trujillo and
Mayor Cichy
NAYES: Councilman Hunter
Whereupon the Mayor declared said motion duly carried and
so ordered.
C. Communications
Mayor Cichy stated that there should be.better communi-
cation between the Council and the Chamber and the.publicit,y
could be handled more effectively if they were notified in ad-
vance of the events.
It was suggested that the Chamber contact Alike O'Connor
for additional information regarding the hiring of a CETA
Secretary.
Mayor Cichy stated that there should be more information
regarding the exact needs of the'-Chamber of Commerce and re-
quested that a Study Session beset for October 11, 1977 after
the Council Meeting.
