CC - 08-09-77APPROVED CITY OF ROSE&fEAD DATE. '7 - 7 PY CST ; O MINUTES OF THE REGULAR MEETING -----1 OF THE ROSEMEAD CITY COUNCIL AUGUST 9, 1977 AT-8:00 P.M. The Regular Meeting of the Rosemead City Council was called to order by Mayor Cichy in the Conference Room of the City Hall, 8838 E. Valley Blvd., Rosemead, California.at 8:00 p. M. The Pledge to the Flag was led by Councilman Imperial. The Invocation was delivered by Hugh Foutz, City Treasurer. ROLL CALL OF OFFICERS: Present: Councilmembers Hunter, Imperial, Taylor and Mayor Cichy Absent: Councilwoman Trujillo Ex-Officio: Dickey, Dilkes, Fleischman, Foutz, Sullivan, ,and Poochigian APPROVAL OF MINUTES,- July 26, 1977 - Regular Meeting MOTION BY COUNCILMAN TAYLOR, SECONDED BY COUNCILMAN IMPERIAL that the Minutes of July 26, 1977 be approved. Vote resulted: UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE. The Mayor declared said motion duly carried and so ordered. APPROVAL OF MINUTES - July 25, 1977 - Budget Session MOTION BY COUNCILMAN HUNTER, SECONDED BY COUNCILMAN IMPERIAL that the Minutes of July 25, 1977 be approved. Vote resulted: UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE. The Mayor declared said motion duly carried and so ordered. Mayor Cichy stated that there was a typographical error in #8183-A of the Budget Session item of the Park Division and the word "Attorney" should be replaced with "Manager". The City Attorney stated that "Attorney" was the correct word. Mayor Cichy directed the City Attorney to check with the City Clerk as to the correct.wording. PUBLIC HEARING A. ZONE CHANGE 77-90 FROM P (PARKING) TO R-2 (LIGHT 14ULTIPLE RESIDENTIAL) FOR PROPERTY LOCATED AT 3029 EVELYN AVENUE Lewis Sullivan, Planning Director, stated that this (re.- quest Is-td build'a home in front of an existing-duplek which is at the rear of the property. He stated that the requirement for R-2 Zone is 6,000 sq. ft. for a duplex and an additional 3,000 sq. ft. for an added structure. This property has 10,000 sq. ft. and qualifies for this request with a zone change.from P to R-2. Mayor Cichy stated that the Hearing was now open and in- quired if there was anyone in the audience who would care to come forward and speak regarding the request. No one came forward. The Hearing was closed. C/M 8-9-77 Page #1 s ~ MOTION BY COUNCILMAN IMPERIAL, SECONDED BY MAYOR CICHY that Zone Change #77-90 and the negative declaration be ap- proved, and that the City Attorney be directed to prepare an Ordinance. Vote resulted: UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE. The Mayor declared said motion duly carried and so ordered. II. CONSENT CALENDAR CC-A Res. #77-45 & Res. #77-46 Claims & Demands CC-B Setting Date for Hearing Amending Section 9121.4(J) of Rosemead Municipal Code for August 23, 1977. CC-C Setting Date for Hearing for Zone Change #77-92 for August 23, 1977. CC-D Approval of Various Pre-issued Checks _ Councilman Taylor wanted it reaffirmed that it is Council policy to have a list attached to the Claims and Demands'explain- ing the Administrative Account such as on Check #24731. Robert Dickey, Assistant City Manager, requested that check #24761 be included in the approval of the pre-issued checks in the amount of $7000 to the YMCA - NYPUM Program. MOTION BY COUNCILMAN TAYLOR, SECONDED BY COUNCILMAN HUNTER that the foregoing Items on the Consent Calendar be approved. Vote resulted: UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED.AYE. The Mayor declared said motion duly carried and so ordered. III. MATTERS FROM OFFICIALS Mayor Cichy stated that a Sister City International Con- vention will be held in Palm Springs on August 17 and 18, 1977 and requested that Hugh Foutz be authorized to attend. MOTION BY COUNCILMAN HUNTER, SECONDED BY COUNCILMAN IMPERIAL that Hugh Foutz be authorized to attend the International Sister City Convention in Palm Springs on August 17 or 18, 1977. Vote resulted: AYES: Councilmembers Hunter, Imperial & Mayor Cichy NAYES: Councilman Taylor Whereupon the Mayor declared said motion duly carried and so ordered. Councilman Taylor inquired what benefit the Sister City program. is to the City of Rosemead and requested that Mr. Foutz present a summary of the benefits to the Council when he returns from the convention in Palm Springs. Mayor Cichy requested that the City Manager and as many of the Councilmembers who can be authorized to attend a Hearing on SB287 in Sacramento on August 15 and 16, 1977. There being no objections, it was so ordered. Councilman Imperial requested that the Council Meeting be adjourned in honor of Mayor & Mrs. Cichy's wedding anniversary. at 8:23 p. m. to the next regular meeting of the City Council on August 23, 1977 at 8:00 p.
