CC - Item 8F - City Council Policy - Sale of Surplus City SignageL Wei 1 a O ki I TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER DATE: DECEMBER 13, 2011 SUBJECT: CITY COUNCIL POLICY— SALE OF SURPLUS CITY SIGNAGE SUMMARY The City recently initiated a program to replace signage in the public right -of -way. Such replacement is scheduled to take place over several years, in conjunction with street resurfacing projects and sign replacement projects. The sign replacement program is part of City efforts to replace all street name, regulatory, and warning signs with new highly - reflective signs in accordance with federal mandates by 2018. Recently, members of the public inquired as to the disposition of surplus signage that is removed from use. The attached policy will provide a framework for which surplus signage is to be sold to community members after it is removed from general use. Staff Recommendation It is recommended that the City Council approve the policy related to the sale of surplus City signage and authorize the sale of surplus signs as they become available. The attached policy is intended to provide a framework for the sale of surplus signage to interested parties in the community. The policy sets a price of $20 per unit for the purchase of surplus signage. Any proceeds realized from the sale of signage will be deposited into the City's general fund. Further, the policy sets a policy for sign sales and establishes a "first -come, first - served" basis for purchasing available signs. Signs will be stored for up to 1 year if necessary. If approved, signage will become available to the public in January 2012. Public Notice This agenda item has been noticed through the regular agenda notification process. Submitted by: Chris Marcarello Public Works Director Attachments 1- City Council Policy— Sale of Surplus City Signage APPROVED FOR CITY COUNCIL AGENDA: ITEM NO. .� SALE OF SURPLUS CITY SIGNAGE PURPOSE The City Council recognizes the need to promote community involvement and foster interest in symbols of local significance, and the need to establish a fair, equitable procedure for the community to attain such symbols of local significance. Such symbols may include surplus signage that may retain sentimental value and be popular to members of the Rosemead community. This policy establishes criteria for the sale of surplus signage that may be of interest to community members and sets to assure equal access to the availability of discarded /replaced street signage. POLICY A. Types of Signage Signage included as part of this policy may include (but is not limited to) street name and directional signage that is scheduled for replacement or has been removed from regular use. B. Storage Signage that is replaced in the public right -of -way will be inventoried and stored in a City storage facility for a period not -to- exceed one (1) year from the removal date. After one (1) year, remaining signage may be recycled to the greatest extent possible. C. Sale of Signs — Price /Proceeds All signs removed from the public right -of -way will be made available for sale to the public at a cost of $20 per unit. Sale of signage will take place at City Hall through the City's Finance Department. Any proceeds received from the sale of signage will be deposited into the City's general fund. D. Sale of Signs —Process i. Interested parties will contact the City's Public Works Department to determine the availability of desired signage. City staff will review the request, and if available, issue an invoice for the purchase of a desired signage. ii. Interested parties will obtain an invoice and make payment for signage at City Hall through the City's Finance Department. iii. After confirmation of payment, the interested party will arrange for a pickup time with City staff. E. Sale of Signs — "First Come, First Served" Process The City shall attempt to accommodate all requests for the purchase of surplus City signage. Using the inventory of available signs, purchases may be made on a first come, first served basis. In order to accommodate as many community members as possible, each household /business will be limited initially to one sign per household /business. Should it be determined that extra signs are available, customers may be allowed to purchase additional signs. Such determination will be made by the City's Public Works Department.
