CC - Item 8D - Rosemead Community Recreation Center Heating, Ventilation and Cooling System and Roofing Replacement Project - Rejection of BidsROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER DATE: JANUARY 24, 2012 SUBJECT: ROSEMEAD COMMUNITY RECREATION CENTER HEATING, VENTILATION, AND COOLING SYSTEM AND ROOF REPLACEMENT/ ENERGY EFFICIENCY CONSERVATION BLOCK GRANT (EECBG) — REJECTION OF BIDS SUMMARY As part of the City's 2010 -11 Capital Improvement Program budget, the City Council approved a program titled Citywide Energy Efficiency Improvements, which consists of several modernization projects of existing infrastructure and systems at City facilities. This project includes the replacement the Heating, Ventilation and Cooling System (HVAC) for the Rosemead Community Recreation Center (RCRC). The engineer's estimate for this project was $180,000 provided through the American Recovery and Reinvestment Act of 2009 (ARRA). On January 18, 2012, bids were received and reviewed for the project. Staff Recommendation It is recommended that the City Council reject all bids received for this project and direct staff to explore other options for completing the work. DISCUSSION At 11:00 AM on January 18, 2012, the City Clerk opened and read the following total bid prices for this project: Bidder Base Bid Price 1 Pardess Air, Inc. $ 300,000.00 2 AC Pros Inc.* $ 396,000.00 *Denotes request from bidder to withdraw its bid proposal. The RCRC HVAC /Roof project involves replacing the existing air conditioning package units, ducting, and electrical accessory components with a more .energy efficient system. The existing HVAC system is considered a high energy consumer by today's standards. The proposed project would replace the old ducting, air conditioning /heating ITEM NO. APPROVED FOR CITY COUNCIL AGENDA: City Council Meeting January 24, 2012 Page 2 of 2 units, and electrical equipment with state -of- the -art, high Seasonal Energy Efficiency Ratio (SEER) units. It is expected that energy consumption for RCRC would be significantly reduced, saving both energy and ongoing operating costs. The City's mechanical, electrical, and plumbing consultant designed the project on behalf of the City and the estimated cost for the project was set at $180,000. On January 18, 2012, the City Clerk publicly opened and read aloud two (2) bids received for this project. The lowest bidder, Pardess Air, Inc., submitted a bid of $300,000, which was well over the engineer's estimate. Further, the second lowest bidder, AC Pros Inc. asked that its bid be withdrawn from consideration due to bonding issues. Based on the analysis and limited number of bids received, staff recommends that all bids be rejected. Staff will explore other options available to complete the work included in this project. These options could include readvertising the project with a reduced scope of work, or as two separate distinct projects, one for each trade (roofing and air conditioning /heating). These options will be presented to the City Council in February. FINANCIAL REVIEW Funding for this project is provided for in the City's approved FY 2011 -12 Capital Improvement Program Budget through the Energy Efficiency Conservation Block Grant program.
