TC - Item 2A - Minutes 1-12-12Meeting Minutes for the ROSEMEAD TRAFFIC COMMISSION January 12, 2012 The regular meeting of the Rosemead Traffic Commission was called to order by Chair Hall at 7:00 p.m. in the Council Chamber, 8838 E. Valley Boulevard, Rosemead, California. FLAG SALUTE: Commissioner Quintanilla INVOCATION: Commissioner Russell- Chavez PRESENT: Chair Hall, Vice Chair Wong, Commissioners Quintanilla, and Russell- Chavez. ABSENT: Commissioner Masuda STAFF PRESENT: Public Works Director Marcarello, Management Analyst Sullivan, and Admin. Assistant Llamas 1. PUBLIC COMMENT FROM THE AUDIENCE Lang Lee, resident of Walnut Grove Village (Walnut Grove Avenue and Village Lane), expressed to the Traffic Commission that there has been an increase in traffic on Walnut Grove Avenue since a fire closed the Paramount Bridge. Mr. Lee would like to see if a "Keep Clear" zone can be installed on southbound Walnut Grove at Village Lane to allow residents to enter and exit without having to wait for a long period of time. Staff will add the item onto next month's agenda. John Spadaro, resident on Muscatel Avenue, expressed concerns with speeding along Muscatel Ave. Brian Lewin, resident on Ralph Street, informed the Traffic Commission that new traffic striping is needed on Walnut Grove Avenue north of Garvey Avenue and some of the rumble dots are in bad condition and may be missing. 2. CONSENT CALENDAR A. Approval of the November 3, 2011 Minutes B. Traffic Commission Goals /Objectives After making minor corrections to Item A (December 8, minutes), Commissioner Quintanilla motioned, seconded by Commissioner Russell- Chavez to approve Item A (Approval of the December 8, 2011 minutes) and Item B (Keep Clear Markings- Valley Blvd and Loma Ave.), from the Consent Calendar. NEW BUSINESS A. TRAFFIC CONCERNS ALONG MUSCATEL AVENUE Staff provided the Traffic Commissioners background information regarding the focus area, including mention of recent street improvements made as a part, of the Safe Route to School improvements Project. Chair Hall visited the location and thinks some signage is needed along that area and possibly adding some more rumble strips will be a good start. Danny Spadaro, resident on Muscatel Avenue, expressed his concerns with vehicles speeding along Muscatel Avenue and parking issues. Gustavo Cardenas, resident on Muscatel Avenue, has concerns with people parking along Muscatel Avenue for a long period of time, preventing residents from parking on the street. He would like the Commission to possibly put up parking restrictions. Mr. Cardenas also informed the Traffic Commission that there is no "Stop" sign exiting from the shopping center onto Muscatel Avenue. Commissioner Russell- Chavez advised Mr. Cardenas that parking restrictions may not be a good idea because they will also be applied to the residents. Chair Hall suggested installing a "Right Turn Only" sign coming out of the shopping center onto Muscatel Avenue and hopefully it will reduce the traffic flow on Muscatel Avenue. Commissioner Wong suggested making the area permit parking and reducing the speed limit from 30 mph to 25 mph. Staff recommended having a traffic study done, including accident reports, for the area and bringing it back to the Commission for further recommendations. B. TRAFFIC CONCERNS ALONG OLNEY STREET Staff provided the Traffic Commission a brief summary on the item. Chair Hall went out to the location and didn't witness any speeding within the time that she was there. Mrs. Hall spoke to a couple of residents from that area and they weren't aware of any speeding problems. No actions were taken. 4. STAFF REPORTS Staff provided the Traffic Commissioners with a list of recently completed and upcoming projects throughout the City. They were also given a copy of the Green Sheet. COMMISSION REPORT Commissioner Quintanilla asked staff to look at adjusting timing for the signals at the intersections of Valley Boulevard, Rio Hondo, and Mission Drive. Staff informed the Traffic Commission that those signals have previously been adjusted and that the loop sensor may be worn out. Staff will send someone out to the location to have it inspected. Commissioner Wong informed staff that one of the sign covers at the intersection of Mission Drive /Rosemead Blvd is cracked and at the intersection of Lower Azusa/Rosemead Blvd one of the sign covers is missing. Mr. Wong also asked if staff can also look into possibly making the right lane going north Rosemead Blvd. before Marshall Street a right turn only lane. Commissioner Russell- Chavez asked staff if the next time they talk to Caltrans they can ask if at the intersection of San Gabriel Boulevard/Walnut Grove Avenue they can loop the signals to the direction of the traffic. Chair Hall asked staff if any of the signals at the intersection of San Gabriel Boulevard/ Walnut Grove Avenue have been adjusted due to the Paramount Bridge being closed. Staff informed the Traffic Commission they will visit the site to determine if any adjustments have been made. 6. ADJOURNMENT The meeting adjourned at 8:00 p.m. The next Traffic Commission meeting is scheduled for February 2, 2012 at 7:OOp.m. And will take place at the Rosemead City Hall, City Council Chamber, and 8838 East Valley Boulevard.
