SUBJECT: OVERSIGHT BOARD APPOINTMENTS
SUMMARY
The City Council will consider the appointment of two individuals to serve on the
Oversight Board for the Successor Agency of the former Rosemead Community
Development Commission. One Oversight Board Member will be appointed by the
Mayor to represent the City. The other Board Member will be appointed by the Mayor
from the ranks of the Rosemead Employees Association to represent the employees of
the former Rosemead Community Development Commission.
Recommendation:
That the City Council provide direction or take action as it deems appropriate.
BACKGROUND /ANALYSIS
On December 29, 2000, the State legislature passed ABx1 26 to dissolve
redevelopment agencies effective on February 1, 2012. On January 10, 2012, the City
Council adopted a Resolution to become the Successor Agency to the Rosemead
Community Development Commission. That legislation includes the following
provisions in Chapter 4. OVERSIGHT BOARDS.
34179. (a) Each successor agency shall have an oversight board composed of
seven members. The members shall elect one of their members as the
chairperson and shall report the name of the chairperson and any other members
to the Department of Finance. Members shall be selected as follows:
(1) One member appointed by the county board of supervisors.
(2) One member appointed by the mayor for the city that formed the
redevelopment agency.
(3) One member appointed by the largest special district, by property tax
share, with territory in the territorial jurisdiction of the former
redevelopment agency, which is of the type of special district that is
eligible to receive property tax revenues pursuant to Section 34188.
(4) One member appointed by the county superintendent of education to

represent schools if the superintendent is elected. If the county
superintendent of education is appointed, then the appointment made
pursuant to this paragraph shall be made by the county board of
education.
(5) One member appointed by the Chancellor of the California Community
Colleges to represent community college districts in the county.
(6) One member of the public appointed by the county board of
supervisors.
(7) One member representing the employees of the former redevelopment
agency appointed by the mayor or chair of the board of supervisors, as
the case may be, from the recognized employee organization
representing the largest number of former redevelopment agency
employees employed by the successor agency at the time.
The Board Member positions representing the City and the employees of the City
receive no compensation for their work and attendance at meetings of the Oversight
Board. It is possible that the meetings of the Oversight Board will be conducted during
normal business hours, so Board Members will need to have an interest in serving on a
voluntary basis and be able to attend meetings during the work day.
The attached letter from the Los Angeles County Board of Supervisors is requesting the
City to take action to make its appointments to the Oversight Boad
In checking with other cities, it is apparent that nominees for Oversight Board positions
should have a working knowledge of the community and its former redevelopment and
economic development activities. Involvement with the local business community would
appear to be a desirable characteristic. Such a person in Rosemead who possesses
such qualifications is Amy Wu, Past President of the Rosemead Chamber of Commerce
and General Manager of Holiday Inn Express Rosemead. Preliminary discussions have
been held with Ms. Wu to gauge her interest, and she has expressed a desire and
willingness to serve in this capacity.
In terms of the Board Member position representing the employees of the former
redevelopment agency (Rosemead Community Development Commission), the options
are limited to employees represented by the recognized employee organization
(Rosemead Employees Association). There are 10 such individuals currently on the
City's workforce. Of these employees, I believe that Martin Jones, Administrative
Assistant in the Public Works Department would be an appropriate selection.
An appointment can be made tonight or the matter can be deferred for discussion and
action at a future meeting.

In accordance with the implementation requirements of ABX1 26, the County of Los
Angeles is working to identify appointees to serve on the Oversight Boards for the identified
Successor Agencies of the former Redevelopment Agencies. The County Board of
Supervisors has requested my office to assist in facilitating the establishment of the
Oversight Boards and convening meetings of these Boards, in order to meet the State's
deadline of May 1, 2012 for seating the Oversight Board.
Each city will need to appoint two members to the Oversight Board, one to represent the
city and one to represent the employees of the former redevelopment agency. Pursuant to
the legislation, the Board of Supervisors will make two appointments to each Oversight
Board. Lastly, the Los Angeles County Board of Education, the Chancellor of the California
Community Colleges and the largest special district by property tax share will make
appointments as well.
Recognizing the importance of quickly facilitating the start of the Oversight Board
meetings, the County Board of Supervisors plans to identify its appointees as soon as
possible. In addition, we will be happy to work with your designated staff to identify a
location for the meetings, develop rosters and to schedule orientation /training sessions
on the basics of holding open meetings pursuant to the Brown Act in order to convene
meetings once four or more of the members have been appointed. Please provide my
office, the names and contact information of your appointees and name(s) of your
contact person, as soon as possible. The name(s) of your contact person will assist my
office in coordinating the logistics of the Oversight Board meetings, and provide the
necessary administrative support should it be needed.
