TC - Minutes - 09-22-11Special Meeting Minutes for the ROSEMEAD TRAFFIC COMMISSION September 22, 2011 The regular meeting of the Rosemead Traffic Commission was called to order by Chairwoman Russell at 7:01 p.m, in the Council Chambers, 8838 E. Valley Boulevard, Rosemead, California. FLAG SALUTE: Commissioner Quintanilla INVOCATION: Commissioner Masuda PRESENT: Chair Hall, Vice Chair Wong, Commissioners Quintanilla, Masuda, and Russell- Chavez. ABSENT: None STAFF PRESENT: Public Works Director Marcarello, City Consultant Hal Suetsugu, and Admin. Assistant Sullivan 1. PUBLIC COMMENT FROM THE AUDIENCE NONE 2. CONSENT CALENDAR Commissioner Quintanilla motioned, seconded by Commissioner Masuda to approve Item A (August 4, 2011 Minutes) from the Consent Calendar. Votes resulted in: Yes: Quintanilla, Masuda, Russell- Chavez, Wong, Hall No: None Abstain: None Absent: None After some clarification on staff's recommendations, Commissioner Masuda motioned, seconded by Commissioner Quintanilla to approve Item B (Request to install Parallel Parking Markers along Delta Avenue, from Mission Drive to Grand Avenue). OLD BUSINESS A. TRAFFIC CALMING IMPROVEMENTS ALONG IVAR AVENUE Staff provided the Traffic Commission with a brief update on steps that have been taken in the area to reduce speeding along both sections of Ivar Avenue. Staff also provided the Commission with a list of recommendations that can be used to take additional action, including street striping, signage, and traffic calming measures. Commissioners Wong and Masuda asked staff for some clarification on some of the recommended improvement items that were being recommended. Chester Jung, resident on Ivar Ave. asked the Traffic Commissioners if they can look into installing a "No U Turn" sign on the corner of Ivar Ave. and Valley Blvd. to prevent vehicles from making a U -turn on Ivar Ave. Mr. Jung also asked the Commissioners if they can reinstall a "No Left Turn, Punishable by Fine" sign at the exit of the Bank of America onto Valley Blvd. Mr. Jung also recommended that the Traffic Commission possibly install a boulevard stop on Ivar Ave. at Guess St. and to evaluate the need for speed bumps in between Marshall St./ Ralph St., Ralph St./ Guess St., and Guess St./ Nevada. He also recommend in establishing a parking pass systems for the residents living on Ivar Ave. Rey Bejerano, resident of north Ivar Ave., requested that the Commission evaluate the need for speed bumps along Ivar Ave., between Mission Dr. and Grand Ave. Eliseo Acevedo, concurred with Mr. Jung's comments. Mr. Acevedo also indicated to the Traffic Commission that he doesn't think the speed signs are helping. Vice Chair Wong suggested that the installation of speed feedback signs be tabled until further studies are done. Mr. Wong also would like staff to do more studies on Ivar Ave. before installing more speed feedback signs south Ivar Ave. Commissioner Masuda concurred with Vice Chair Wong. Chair Hall recommended sidewalks be added on some sections of Ivar Ave., before stripping and painting the streets. Commissioner Masuda indicated that speed bumps may be better alternatives for that area. Staff informed the Traffic Commission that a petition will need to be completed prior to the installation of speed bumps in accordance with the Traffic Management Plan. Commissioner Russell- Chavez suggested if speed bumps were to get placed along Ivar Ave. they can put the Traffic Calming signs adjacent to them and the rest of the signs can be eliminated. Ms. Russell also suggested using temporary speed bumps to see how they function. She also agreed with waiting on the installation of speed feedback signs. Commissioner Quintanilla discussed the speed enforcement and asked about traffic datalspeeds collected from the existing speed feedback signs. He asked that these reports and citation records be compiled and provided to the Commission. Rosemead Traffic Commission Meeting Special Meeting Minutes of September 22, 2011 Page 2 of 4 Commissioner Masuda motioned, seconded by Commissioner Russell- Chavez to approve staff's recommendation and include adding the Traffic Calming sign adjacent to any traffic calming devices that are installed. Along with the approval they agreed to remove the installation of speed feedback signs at both locations. Votes resulted in: Yes: Masuda, Wong, Russell- Chavez, Hall, Quintanilla. No: None Abstain: None Absent: None B. PROPOSED TRAFFIC SIGNAL IMPROVEMENTS AT WALNUT GROVE AVENUEISAN GABRIEL BOULEVARD /STATE ROUTE 60 INTERSECTIONS Staff provided the Traffic Commission with a brief update on the item and also provided recommendations that can be used to improve safety. Commissioner Russell- Chavez discussed the intersection and how drivers can become easily confused in the area. She described some instances when vehicles block access when exiting the SR -60 freeway and create additional traffic congestion. She suggested adding signage with the verbiage "Do Not Block, $250 Fine" to reduce vehicle blockage. She further discussed the need to evaluate the left -turn from San Gabriel Blvd. to Walnut Grove Avenue and possibly add a protected left -turn at the location. Commissioner Masuda inquired into the installation of a red arrow and discussed how drivers will respond to it. Chair Hall discussed congestion at the location and suggested that cat - tracking /street striping and additional "Do Not Block" signs be installed. Commissioner Masuda asked that additional directional signs be evaluated to help drivers navigate the intersection better. Commissioner Quintanilla motioned, seconded by Commissioner Masuda to approve staff's recommendation and further evaluate the need for a protected left -turn at San Gabriel Blvd/Walnut Grove Ave. Votes resulted in: Yes: Masuda, Wong, Russell- Chavez, Hall, Quintanilla. No: None Abstain: None Absent: None 4. STAFF REPORTS Staff provided the Traffic Commission with an update on upcoming events and projects throughout the City. COMMISSION REPORT Commissioner Masuda discussed the newly installed concrete crosswalks along Walnut Grove and Rush Street. Commissioner Wong informed staff that one of the street sign covers along Walnut Grove Ave and Valley Blvd is falling and needs to be removed. Commissioner Russell- Chavez inquired about the status of the installation of new street signs. Chair Hall informed staff that the library sign along Rosemead Blvd has not been removed or relocated. 6.
