ROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER DATE: FEBRUARY 28, 2011 SUBJECT: REPLACEMENT OF BALL FIELD LIGHTS AT GARVEY PARK SUMMARY The existing light standards at Garvey Park date back to 1971 — except for the center field pole, which was replaced several years ago. Existing light fixtures are also outdated and inefficient. City Council authorized the replacement of the ball field lights and standards as part of the Fiscal Year 2012 -13 Capital Improvement Program in the amount of $250,000. However, as several standards will be replaced as part of Metro PCS' cellular site project underway at Garvey Park (which City Council authorized last year) and improved lighting systems for this project require one less standard than currently exists, the estimated cost of the proposed project is $141,040 as quoted by Musco and $14,000 for any contingencies — $95,000 less than the original budgeted amount. Musco Lighting has been the sole provider of Rosemead's sports lighting, including ball field and pool facility lighting, for several decades. Their proposal includes replacement of four ball field lights at Garvey Park (removal and disposal of existing poles and fixtures, installation of new standards and fixtures and corresponding foundation and electrical work, installation of controls and monitoring cabinet, and connectivity to cell tower lighting standards —also provided by Musco Lighting) and relocation and connection of one existing pole for use at adjacent multi -use field. The project will also result in more efficient lighting, offsite lighting controls, twenty -five years of lighting maintenance, and first -time lighting to the multi -use field. Staff Recommendation It is recommended that the City Council authorize the City Manager to enter into a professional services agreement with Musco Lighting for the replacement of four ball field light standards and relocation of one existing light standard, including possible contingency costs, in an amount not to exceed $155,040. Divulging technical or pricing information to competitive vendors will result in removal from the bid list. Payment Terms Payment of 25% of the contract price is required with order. The contract balance is due upon terms to be determined with the Musco Credit Department. Late payment will be subject to service charges of 1 '/2% per month (18% APR). Musco will make every effort to coordinate shipment so that delivery corresponds with the customer's payment schedule. We will expect payment within the terms described above unless there is a written statement from Musco's corporate headquarters stating the acceptance of different terms. Delivery to the job site from the time of order, submittal approval, and confirmation of order details including voltage and phase, pole locations is approximately 30 -45 days. Due to the built -in custom light 02009, 2010 Musco sports Lighting, LLC t SD- 2565 -2 control per luminaire, pole locations need to be confirmed prior to production. Changes to pole locations after the product is sent to production could result in additional charges. Notes Quote is based on: Shipment of entire project together to one location • Field size of 270/260/270 for softball Structural code and wind speed = 2001 CBC, 70 MPH exposure C. Confirmation of pole locations priorto production Light Structure GreenTM Turnkey Scope of Work Owner Responsibilities: 1. Total access to the site and pole locations for construction. Must be able to move from location to location on standard rubber tires. 2. Removal of any trees, limbs, shrubs, etc. for total access to pole locations. 3. Removal, replacement, and repair of all fencing necessary for construction. 4. Repair and replacement of any field turf, asphalt, curbs, and concrete damage. 5. Locate and mark existing irrigation systems prior to excavation as necessary. 6. Provide on -site area for excavated drilling spoils. 7. Additional mobilization cost if needed for electrical connections to cell tower pole lighting equipment. Musco Responsibilities: 1. Provide required poles, fixtures, foundations, and associated designs. 2. Provide structural design for poles and foundations, certified by a professional engineer licensed in the State as required. 3. Provide layout of pole locations and aiming diagram. 4. Provide light test upon owner supplied electrical system. 5. Provide Project Management assistance as needed. 6. Provide review of electrical design as provided by Electrical Contractor or Electrical Engineer. Musco Subcontractor Responsibilities: 1. Provide equipment and materials to off load equipment at jobsite per scheduled delivery. 2. Provide storage containers for material as necessary. 3. Provide adequate trash container for cardboard waste and packing debris. 4. Provide adequate security to protect Musco delivered products from theft, vandalism or damage during the installation. 5. Obtain and pay for required permits. 6. Provide equipment and materials to remove and dispose of (7) existing poles and associated sports lighting equipment. 7. Provide electrical design as required. Provide materials and equipment to install or upgrade existing electrical service panels as required or necessary. This needs to be defined in the electrical design. 9. Provide materials and equipment to install all underground conduit, wiring, pull boxes, switchgear, etc. and terminate wiring as required per electrical design. This will included conduit and wiring to Musco Sportscluster Green fixtures located on (2) cell tower poles. Cell towers and associated lighting equipment to be installed by others. 10. Make appropriate contact to ensure utility locates have been done prior to excavation and trenching. Repair any such damage to existing utilities during construction. 11. Provide materials and equipment to install (4) Light Structure System foundations as specified on Layout. 12. Provide and install ground rods (one per pole location) for lightning protection per Musco warranty. Poles 70' and below require a #2 stranded ground wire. Poles 80' and above require 2/0 stranded ground wire. Ground rods to be minimum 5/8 "x10' with a 10' embedment. Ground rods must be installed in soil, not in the concrete backfrll. Exothermic fusion to be used for all below grade bonding. Lightning protection to meet 25 ohms or less resistance requirement per Musco warranty and/or to comply with local codes. 13. Remove augured spoils to owner - designated location at jobsite. 14. Provide materials and equipment to assemble and install Light Structure Greeri'm fixtures and terminate all necessary wiring. 15. Provide equipment and materials to assemble and erect (4) Light Structure System Poles. 16. Verify aiming points have been located and are correct before sighting in lighting cross -arms. 17. Provide equipment and materials to install the new Controls and Monitoring Cabinet and terminate all necessary wiring. Installation of Musco supplied surge protection required. Subcontractor to commission Control Link once system is energized. 18. Keep all heavy equipment off of playing fields and surfaces when possible using due care to minimize damages. 19. Provide startup and aiming as required to provide complete and operating sports lighting system. 20. Provide payment of prevailing wages and certified payroll as required. 1. Provide equipment and materials to relocate (1) 70' existing pole located near center field to adjacent multipurpose field using existing foundation design.
