by motion, unanimously adopted, the City Attorney can be instructed to read all ordinances by title

Recommendation: That the City Attorney be instructed to read all ordinances which appear on this
agenda by title only, and that further reading be waived.

3. PUBLIC HEARING
A. Approval of Entertainment Permit for Cafe Cau Vong — 3365 Walnut Grove Avenue, #B
This establishment is a cafe serving non - alcoholic beverages and the owner wishes to allow
customers to sing with a "Karacke" machine. The requested hours of operation for
entertainment will be Sunday through Saturday from 8:00 p.m. to Midnight.
Recommendation: That the City Council approve the Entertainment License contingent
upon the List of Conditions.

C. Transmittal of FY 2010 -11 City of Rosemead, Rosemead Community Development
Commission and Rosemead Housing Corporation Annual Financial Reports
This is to transmit the FY 2010 -11 annual financial reports for the City of Rosemead, the
Rosemead Community Development Commission and the Rosemead Housing Development
Corporation to the City Council. The reports will provide a complete presentation of the
finances of each of the above mentioned organizations.
Recommendation: That the City Council receive and file the City of Rosemead
Comprehensive Annual Financial Report (CAFR), the Rosemead Community Development
Commission Financial Statement and the Rosemead Housing Development Corporation
Annual Financial Report.
5. MATTERS FROM CITY MANAGER & STAFF
A. Selection of Solid Waste and Recycling Services Contractor
Through a competitive Request for Proposal (RFP) process, proposals have been received
from five qualified solid waste firms. Each of the proposals have been thoroughly reviewed,
scored and tabulated by a technical evaluation committee based upon a set of pre-
established weighted factors contained in the RFP. Of the five competing firms, three of the
companies have proposed rates that would decrease service costs to residential customers.

Recommendation:
Each of the following firms is well qualified with the capability of providing the community with
a high level of service at reduced residential service rates. In addition, each of these
companies would provide service enhancements and franchise fee revenues to the City.
Consolidated Disposal Services. Consolidated has served as the City's
solid waste provider for over two decades. Its proposal would decrease
monthly residential customer rates by $2.75 or 14 %. Retention of
Consolidated as the City's solid waste contractor would enable a
continuation of service delivery without a transition. Consolidated has a
strong Los Angeles County presence serving several communities
including the neighboring city of Alhambra.
Athens Services The City's current street sweeping contractor has
submitted a proposal that includes an option to decrease monthly
residential rates by $3.03, more than 15 %. Athens operates a materials
recycling center (MRF) in nearby Industry. Athens has a strong local
presence serving neighboring cities including San Gabriel, Temple City,
Montebello, Monterey Park and South El Monte. The firm also has a track
record of facilitating franchise transitions.
Rainbow Environmental Services Rainbow's proposal would decrease
monthly residential service rates by $6.28 or 32 %. Based in Orange
County, Rainbow is a professionally managed, employee -owned company
that provides services in Huntington Beach, Fountain Valley and
Westminster. The technical scoring analysis conducted by an evaluation
committee has determined that Rainbow's proposal constitutes the
overall best value to the community.
It is recommended that the City Council select a contractor and direct the City Manager to
negotiate an exclusive franchise agreement subject to approval by the City Council,
