SUBJECT: BICYCLE IMPROVEMENT PLAN CHANGES
Below, please find a list of edit changes that will be used to update the proposed
Bicycle Improvement Plan. These changes are designed to clarify some safety
issues relative to bicycle travel in the City. These changes will be referenced
tonight and if acceptable to the City Council, will be included in a finalized version
of the Bicycle Improvement Plan. Additions are underlined and edits are struck
thFough.

Page 1.4, Objective 1, Policy "D"
Include bicycle lane striping as part of street resurfacing program where safe and
adequate space is available in order to ensure regional connectivity. Include the
installation of protective measures (delineators, bots dots, other protective
devices) to ensure the safety of bicyclists.
Page 2.3, Policy 2.2
The provision of Class II (striped and signed) bicycle lanes along minor arterial or
collector roadway corridors during roadway reconstruction projects should be
evaluated and implemented if feasible and only where safe and adequate space
is available. Include the installation of protective measures (delineators, bots
dots, other protective devices) to ensure the safety of bicyclists.

All site plans for new commercial or industrial development shall be revised for
the provisions of pedestrian connectivity to sidewalks and nearby bus stops, and
the provision of bicycle and racks and transit information for larger projects.

Page 2.4, Paragraph 2
The City's recent amended Municipal Code (Zoning Code) includes new
provisions requiring bicycle parking in mixed use developments and commercial
developments. In the Residential /Commercial Mixed -Use Development Overlay
Zone, bicycle parking spaces shall be equal to ten (10) percent of required off-
street parking, with a minimum of eight (8) bicycle parking spaces per
residential /commercial mixed -use development. Additional requirements apply
specifying the type of bicycle parking, which may include bicycle lockers and
bicycle racks. In the C -4 Regional Commercial Zone, bicycle parking spaces
shall be equal to three (3) percent of required off - street parking.

The City's Municipal Code does not address bicycle operation on City sidewalks.
Some Los Angeles County municipalities allow, with certain restrictions, bicycle
riding on sidewalks, and other prohibit bicycle riding on sidewalks or in downtown
areas. General bicycle planning and engineering guidelines tend to discourage
bicycle riding on sidewalks. No prohibition of bicycle riding on sidewalks is
included at this time.
