Meeting Minutes for the
ROSEMEAD TRAFFIC COMMISSION
March 1, 2012
The regular meeting of the Rosemead Traffic Commission was called to order by Chair Hall
at 7:01 p.m. in the Council Chamber, 8838 E. Valley Boulevard, Rosemead, California.

1. PUBLIC COMMENT FROM THE AUDIENCE
None
2. CONSENT CALENDAR
A. Approval of the February 12, 2012 Minutes
B. Keep Clear Markings- Walnut Grove at Drayer Lane and La Madrina Drive
Vice Chair Wong motioned, seconded by Chair Hall to approve Item A (February 2, 2012 Minutes)
from the Consent Calendar. Votes resulted in:
Yes: Wong, Hall, Quintanilla, Masuda
No: None
Abstain: None
Absent: Russell- Chavez
Commissioner Masuda asked staff for clarification on where the "KEEP CLEAR" markings will be
placed. After staff clarified the location, Commissioner Masuda motioned, seconded by
Commissioner Quintanilla to approve Item B (Keep Clear Markings- Walnut Grove Avenue at
Drayer Lane and La Madrina Drive) from the Consent Calendar. Votes resulted in:
Yes: Masuda, Quintanilla, Wong, Hall
No: None
Abstain: None
Absent: Russell- Chavez

3. OLD BUSINESS
A. TRAFFICIPARKING CONCERNS ALONG MUSCATEL AVENUE (BETWEEN
VALLEY BOULEVARD AND MISSION DRIVE)
Staff provided the Traffic Commissioners with a brief description on the item. The Commissioners
were also given a list of recommendations that may be used to reduce traffic congestion along that
area.
Vice Chair Wong thanked staff for the detailed study and traffic safety recommendations at the
location.
Commissioner Masuda asked staff if pavement markers will be included along with the edge line
striping.
Staff informed the Traffic Commissioners that they will be doing a reflective striping edge line and
pavement markers won't be needed.
Mr. Masuda also asked staff if they are aware of any type of equipment that tracks vehicles speeds
and the number of vehicles that exceeds posted speed limits.
Staff informed the Commissioners that there is equipment that can count how many vehicles
exceed the speed limit, but they don't register the exact speed a vehicle is traveling.
Vice Chair Wong motioned, seconded by Commissioners Quintanilla to recommend to the City
Council the installation of traffic safety improvements along Muscatel Avenue between Valley
Boulevard and Mission Drive that include repainting the street centerline and installing edge line
striping, repair existing rumble strips, speed feedback signs and additional speed limit signs. Votes
resulted in:

4. NEW BUSINESS
B. PROPOSED BICYCLE IMPROVEMENT PLAN
Staff provided the Traffic Commission with a brief description on the item and including a
PowerPoint presentation with ideas and suggestions that can be used as part of the Bicycle Master
Plan.
Alice Strong, resident of South El Monte, is pleased that the City is initiating the Bicycle
Improvement plan. Ms. Strong also asked staff if they have given any thought to completing
improvements on Rosemead Boulevard near the 1 -10.
Staff informed Ms. Strong that Rosemead Boulevard belongs to State and Caltrans is responsible
for the maintenance and repair of the street in the City of Rosemead. Some ideas have been
discussed with Caltrans representatives, but have yet to be implemented. The Commission also

informed Ms. Strong that south of the bridge becomes South El Monte and it is out of the City's
jurisdiction.
Vincent Chang, resident of Monterey Park, is also pleased that the City is forming a bike plan. Mr.
Chang also informed staff that there may be a Caltrans grant available for a Regional Bike Plan
and is very glad that the City is working on bicycle improvement activities.
Michael Lawrence, resident of Alhambra, is very pleased that the City is developing a Bicycle
Improvement Plan and hopes that this work continues.
Brian Lewin, resident of Rosemead, is also pleased with the ideas incorporated thus far with the
Proposed Bicycle Improvement Plan. He also suggested that additional information be added to
the City's website, including creating an email address for any questions, comments or suggestions
that anyone may have.
5. STAFF REPORTS
Staff provided the Traffic Commission with an update on projects throughout the City along with a
copy of the green sheet.
6. COMMISSION REPORT
Commissioner Masuda thanked staff for all the work done on the Bicycle Improvement Plan and on
the safety improvements along Muscatel Avenue.
Commissioner Quintanilla asked for an update on the signal sensor loop along Valley Boulevard,
Mission Drive, and Rio Hondo.
Vice Chair Wong asked staff for the status on the right turn lane from Rosemead Boulevard onto
Lower Azusa and thanked staff for replacing the missing Lower Azusa Rd signs.
7. ADJOURNMENT
The meeting adjourned at 8:10 p.m. The next Traffic Commission meeting is scheduled for April 5,
2012 at 7:00p.m. and will take place at the Rosemead City Hall, City Council Chamber, and 8838
East Valley Boulevard.
