The regular meeting of the Rosemead City Council was called to order by Mayor Armenta at 7:07 p.m. in the
Garvey Community Center located at 9108 Garvey Avenue, Rosemead, California.

PRESENT: Mayor Armenta, Mayor Pro Tern Low, Council Members Alarcon, and Ly
ABSENT: Council Member Clark
STAFF PRESENT: City Manager Allred, Assistant City Manager Hawkesworth, Acting Community
Development Director Ramirez, Director of Finance Brisco, Director of Parks and Recreation Montgomery-
Scott, Public Works Director Marcarello, and City Clerk Molleda
1. PUBLIC COMMENTS FROM THE AUDIENCE
Juan Nunez — inquired if the City had the proper resources when encountering tree issues during
windstorms.
MayorArmenta replied that Public Works Director Marcarello and his staff manage a tree trimming schedule
In addition, City's Superintendent John Scott, an arborist, manages the maintenance of diseased trees,
removal and replacing new trees within the City. The City of Rosemead has earned the federal certification
as "Tree Town U.S.A.° Also added, that
Dr. Mathew Lin — congratulated Council Member Ly for his service as former Mayor and making the city
business friendly. Mr. Lin congratulated newly installed Mayor Sandra Armenta.
2. PRESENTATION
• Tree City USA Recognition
Superintendent Scott spoke on the city's tree program and the recent removal and replacement of trees
through Capital Improvement projects, which have increase from 4,500 trees to 6,100 trees in the City. Mr.
Scott explained that with city projects such as the Slurry Seal project and the Beautification project many
trees were planted, there was an increase in community outreach programs, and over 1200 trees were
planted in parkways. These trees help filter out the air and absorb gasses that are contaminants. He stated
that by receiving the "Tree City U.S.A" certification the City will obtain other grants that will help support the
ongoing sustainability of forest. Mr. Scott introduced Mr. Thomas Shoots of CalFire to present the "City Tree
U.S.A" plaque.

Thomas Shoots — representing the Department of Forestry and Protection of California presented the "Tree
City U.S.X recognition to the City Council.
3. ADMINISTRATION OF OATH OF OFFICE FOR NEWLY APPOINTED MAYOR SANDRA ARMENTA
AND MAYOR PRO TEM POLLY LOW
A. Oath of Office Ceremony
City Clerk Molleda administered the oath of office to newly installed Mayor Pro Tom Polly Low.
Council Member Steven Ly administered the oath of office to newly installed Mayor Sandra Armenta.
B. Presentations and Comments
Olivia Lee — Representing Assemblymember Mike Eng's Office presented certificates of recognitions to
newly installed Mayor Sandra Armenta and newly installed Mayor Pro Tern Polly Low.
Council Member Mario De La Torres — of City of San Gabriel congratulated newly installed Mayor Sandra
Armenta and newly installed Mayor Pro Tern Polly Low.
Mayor David Lau - of Monterey Park presented a certificate of recognition to former Mayor Steven Ly for his
service and dedication to the City.
Council Member Anthony Wong — of Monterey Park congratulated newly installed Mayor Sandra Armenta
and newly installed Mayor Pro Tern Polly Low.
Karina Lu - representing Judy Chu's office presented certificates of congratulations to newly installed Mayor
Sandra Armenta and newly installed Mayor Pro Tern Polly Low.
Ron Esguiviel - on behalf of the Rosemead School District presented certificates of congratulations to newly
installed Mayor Sandra Armenta and newly installed Mayor Pro Tern Polly Low.
Vice - President James Wong - of the Rosemead Chamber of Commerce presented certificates of
recognition of outstanding leadership to Mayor Sandra Armenta and Council Member Steven Ly.
Martha Aguilar - on behalf of the Angels Softball /Baseball Academy of Rosemead congratulated newly
installed Mayor Sandra Armenta and thanked her for her ongoing support.
Mayor Sandra Armenta thanked everyone for their support and stated is was an honor to be the second
female Latina Mayor since 1974. Ms. Armenta thanked her family and parents Yolanda and Jesus Armenta,
Sister Nancy Armenta, and her aunt Alicia, who flew from Mexico, for their support and encouragement. She
thanked her family, neighbors the Colbert family, Walter family, and the Cruz's family. Also, thanked her
Garvey School District co- workers for showing their support; thanked elected officials from surrounding cities
and stated that she hopes to continue to have a good working relationship with everyone to improve cities in
the San Gabriel Valley.

Ms. Armenta commended Council Member Ly and referred to him as her little brother that she looks up to.
She joked that she wants to be like him when she grows up because of his passion, intelligence, and the
drive he has for the City of Rosemead. Ms. Armenta thanked the rest of the Council for their support and
guidance and looks forward to continue to work in making Rosemead "Tree Town U.S.A" and Today's Small
Town America.
Ms. Armenta stated that she wants to bring back Rosemead as she remembered growing up, where it is safe
to ride your bike to school. She thanked the Sheriff's Department Captain Nee, Chief of Police Murakami and
Sergeant Moreno for all their hard work to keep Rosemead safe. Ms. Armenta thanked the department heads
for their work during the dissolvent of the Redevelopment Agency and implementing the visions of the City
Council. She stated that the City was blessed for having Mr. Jeff Allred as the City Manager since June of
2009.
Ms. Armenta continued to thank her friends Kathy Sanchez and Yvette Marichi who have been very
supportive. She thanked all the residents of Rosemead and school friends from Savannah School, Muscatel
and Rosemead High School for their support. Ms. Amenta gave a special thanks to Assistant Parks and
Recreation Director Jean Scott for being a model supervisor during Ms. Amenta's employment. She thanked
Rosemead Partners, Jean Hall, and Joan Hunter for their support during her last three years. She concluded
by stating that she will work hard to represent the City and help residents on any issues she could.
Council Member Alarcon asked that the meeting adjourned in memory of Rosemead resident Rocky
Gonzalez.
4. ADJOURNMENT
The meeting adjourned to a reception in Honor of the newly installed Mayor and Mayor Pro Tem and in
memory of Rocky Gonzalez at 7:50 p.m. The next regular City Council meeting is scheduled to take place on
April 24, 2012 at 7:00 p.m. in the Rosemead City Hall Council Chamber.
