at 8:00 P.M. by Mayor pro tem Imperial.

PRESENTATIONS:
An unscheduled presentation was made to Mrs. Jenny Young at this time, commending her
for her service in Rosemead for nearly 12 years in many capacities - the last being
City Clerk.
Pictures were taken and a beautifully engraved tile plaque bas presented.
City Manager Tripepi Read a Resolution in full which also commended Tors. Young

Mr. Thompson addressed the Council and summarized the Boys' Club Graffiti Eradification
Program (funded by Revenue Sharing). He presented a letter dated April 20, 1977 which
indicated that the actual removal will begin on or before May 1, 1977.
Councilwoman Trujillo referred to the "Graffiti Hotline" Program and suggested coverage
in the Newsletter...

Attorney Dilkes responded in that the let sentence of paragraph B refers to a single
violation and that this.would be a noticed violation (30 days) and felt by the
Planning Commission to be needed for enforcement... The May portion would be repeated
violation of different conditions of the same conditional use permit who are a constant
enforcement problem. He stated the intentlal permissiveness of the ordinance.
Councilman Taylor Thanked Mr. Dilkes for the Explanation..

Planning Director Sullivan presented a Slide Presentation of areas which would be
in violation of this proposed ordinance. The presentation showed storage of various
items on the sidewalks and of display of furniture and clothing on the sidewalks.

B. RETENTION OF ARCHITECT/GARVEY PARK ADDITION

City Manager Tripepi presented his latter dated April 6. 1977 which indicated that
in accordance with Council approval, the second project of the funds from the 1974
Park Bond Act is ready to proceed and that the next step in development would be
retention of the Architect Engineer who would develop the construction and bid documents.
Be referred to two proposals attached being:
Design Sciences $8,000 (top limit)
B.M. Scott Associates: $9,500 (top limit)
Armando Gonzales of Design Sciences and Mike Scott of B.M. Scott S Associates
addressed the Council relative to their bids. Mr. Gonzalex indicated $100.00 for
items listed on Exhibit B.. Estimated Not-To-Exceed Compensation...
After further discussion;
It was moved by Councilwoman Trujillo. second by Councilman Taylor to approve the low
bid by Design Sciences, not to exceed $8.100.00.
