MINUTES OF THE ROSEMEAD CITY COUNCIL DATF

An Adjourned Regular Meeting of the Rosemead City Council was called to order in the
Conference Room of the Rosemead City Hall, 8838 E. Valley Blvd., Rosemead, California
at 10:20 P.M.
Mayor Cichy stated the puipose of the meeting is for a study session on items
requiring more time than the regular meeting would allow.
ROLL CALL:
Present: Cichy, Hunter, Imperial, Taylor, Trujillo
Absent: None
Ex officio: Dickey, Dilkes, Foutz, Fleischman, Tripepi, Young
ITEMS TO BE DISCUSSED AND POSSIBLE ACTION BY COUNCIL
1) REQUEST BY CHAMBER BOARD OF DIRECTORS TO SET DATES FOR MEETING BETWEEN CHAMBER
BOARD AND CITY COUNCIL.
City Manager Tripepi stated that an evening dinner meeting sponsored by the Chamber
had been suggested.
It was moved by Councilman Hunter, second by Councilwoman Trujillo to request a
dinner meeting with the Chamber Board on Wednesday,.April 13th.
Roll Call Vote as follows:
AYES: Cichy, Hunter, Trujillo
NOES: None
ABSENT: None
ABSTAIN: Imperial, Taylor
2) STUDY OF: (some items continued t^ April 11th)
A. UNDERGROUNDING OF UTILITIES ON GARVEY & SAN GABRIEL
Councilman,Hunter reported-on information received from Edison District Manager,
Bob Sheldon relative to the possibility of 3-year advance funding from Edison ($150,000)
in addition to $50,000 already allocated to Rosemead to be used for undergrounding of
utilities:.
After discussion of cost of the undergrounding and the fact that L.A. County has been
allocated $1,000,000.00 of funds...
It was moved by Councilman Hunter, second by Councilwoman Trujillo to authorize the
City Manager to proceed with proper negotiations and come back with proposals for
possible undergrounding to include estimated costs for undergrounding of utilities
on Garvey Avenue and San Gabriel B1vd..Unanimously Carried...
B. PRESENTATION OF ANNUAL FINANCIAL REPORT... Deferred to April 11th
C. POLICY DISCUSSION RELATIVE TO EXPENSE ACCOUNTS
The existing policy of.: City Luncheons, Dinners: No Objections if Official Business..
was upheld...
The question of official business was discussed as well as office hours & telephone use
as opposed to business handled at lunch...
The question of advances for meetings away from the City were discussed.
Attorney Dilkes advised that due to recent litigation, it is clearly permissable to make
an advance -but that there must be an accounting for that advance.
It was moved by Councilman Hunter, second by Mayor pro tem Imperial to extend the
meeting beyond 11:00 P.M. Unanimously Carried by No Objection...'

It was moved by Mayor pro tem Imperial, second by Mayor Cichy to authorize up to
$150.00 advance (amount to be determined by the City Manager) fub Approved meetings
and conferences..Unanimously Carried...
D. PARTICIPATION IN SUMHER YOUTH EMPLOYMENT PROGRAM
City Manager Tripepi stated that all information requested from in-house staff is
not available yet...
Administrative Assistant O'Connor advised the Council that there are 184 slots this
year as compered to 274 last year (increased wages & fringe benefits much of reason)
Councilwoman Trujillo asked that the information she requested be provided hopefully
by the next meeting - indicating the fact that Rosemead is in a Consortium this year.
Questions surfaced regarding limitations in the Mid-Valley Manpower Joint Powers
Agreement and the possibility of being withdrawn from the Consortium by the other
5 cities (City Attorney to report next meeting).
It was determined that the Summer Youth Program is under Title 3 of the CETA Program.
E. CONSIDERATION OF AGREEMENT/JOE A. GONSALVES/LEGISLATIVE ADVOCATE..Deferred
F. POLICE SERVICES DISCUSSION... Deferred
ANNOUNCEMENT"
Mayor Cichy announced the Retirement Dinner for Chief Houtz of the Los 'Angeles County
Fire Department to be held April'Tlt+..(Reservations to be made by April 4th)...
Discussion followed regarding expenditure for the dinner for spouses attending..
It was moved by Mayor Cichy, second by Councilwoman Trujillo that the City allocate
amounts to cover expenses for the dinner for the City Council and the City Manager.
Motion Carried. No Objections

There being no objections, Mayor Cichy adjourned the meeting to Monday, April 11, 1977
