Rosemead CC-HE Presentation 5-22-12 City of Rosemead HOUSING ELEMENT 2008-2014 Rosemead City Council May 22, 2012 1 Purpose of the Housing Element One of the 7 mandated elements of the General Plan Identifies the City’s housing needs and priorities Identifies the City’s resources and constraints Reviews past objectives Identifies new objectives, policies, programs and projects to accommodate housing needs 2 Why Rosemead Must Update the Housing Element State Law requires cities to update Housing Element approximately every 5 years Why it’s important to adopt and receive State-certification: Access to grants and other funds (i.e. State HOME) Reduces potential legal challenges If not certified – housing needs are carried-over to next Housing Element cycle 3 Future Housing Needs Regional Housing Needs Assessment (RHNA) allocates Rosemead’s “fair share” of the regional needs Rosemead’s RHNA allocation for 2006-2014 is 780 units Housing affordability: Mod/Above-Inc. 61% Lower-Inc. 39% 4 Housing Trends RHNA allocation: projects 98 units per year 2006-2014 Actual housing production much lower -- averaged 45 units per year 2000-2008 Why is recent production so low? Housing stock generally in good condition Lack of vacant land Overall downturn in housing market 5 Potential Housing Growth Under Existing Zoning Rosemead can accommodate its fair share 6 Housing Resources: Example of Vacant Land Development 4.2-acre vacant land on Valley Blvd. Mixed Use Designation Potential for 190 units 7 State Housing Law Requirements Special needs housing: elderly, homeless, disabled persons, etc. Remove constraints for housing development Provision of adequate sites in the City to accommodate future housing needs (does not require actual development) 8 Key Housing Programs Comply with State Law: Density Bonus – Grant density bonus of 35% for affordable housing projects Compatibility Determination for Mobile Homes and Manufactured Housing – Eliminate compatibility requirement on lots zoned for single family uses Transitional and Supportive Housing – Allow as normal residential use in all residential zones Emergency Homeless Shelter – Allow in M-1 zone by right Single Room Occupancy (SRO) – Allow in C-3, CBD and M-1 zones with CUP Residential care facilities of six or fewer – Allow in single family zone by right 9 Key Housing Programs Continue implementing housing rehab programs Continue encouraging land assemblage Promote development on opportunity sites through marketing and outreach Maintain inventory of adequate housing sites Programs to be implemented within one year of Housing Element adoption 10 Next Step Rosemead City Council adoption Submit adopted Housing Element and resolution to State for certification File environmental Negative Declaration 11
