ROSEMEAD TRAFFIC COMMIT
April 12, 2012
The regular meeting of the Rosemead Traffic Commission was called to order by Chair Hall
at 7:05 p.m. in the Council Chamber, 8838 E. Valley Boulevard, Rosemead, California.

INVOCATION: Vice Chair Wong
PRESENT: Chair Hall, Vice Chair Wong, Commissioners Russell- Chavez, Masuda, and
Quintanilla.
ABSENT: None
STAFF PRESENT: Public Works Director Marcarello, Management Analyst Sullivan,
Consultant Juliet Arroyo and Admin. Assistant Llamas
1. PUBLIC COMMENT FROM THE AUDIENCE
Joe Basile, resident of Rosemead, informed the Traffic Commissioners that they should
have bike racks installed at the Community Centers and all other city facilities.
2. CONSENT CALENDAR
A. Approval of the March 1, 2012 Minutes
B. Keep Clear Markings- Walnut Grove Avenue at University of the West
C. Request to Review Traffic Conditions along Muscatel Avenue at Mission Drive
D. Keep Clear Markings -1515 Walnut Grove Avenue
Commissioner Quintanilla motioned, seconded by Commissioner Masuda to approve Item
A, Item B, Item C, and Item D from the Consent Calendar. Votes resulted in:
Yes: Quintanilla, Masuda, Wong, Hall, Russell- Chavez
No: None
Abstain: None
Absent: None
3. OLD BUSINESS
A. BICYCLE IMPROVEMENT PLAN
Staff provided the Traffic Commission with a brief overview on this issue, along with current
updates, revisions from previous Commission comments, and plan recommendations.

Commissioner Russell- Chavez asked staff, if or when City Council approves the Bicycle
Improvement Plan what the timeline for completion on the improvement recommendations.
Staff informed the Commission that once the Bicycle Improvement Plan gets approved it
will be a 5 year plan and improvements will be completed contingent on funding and future
approvals.
Commissioner Masuda asked if staff can possibly move the installation of bike racks at city
facilities from Phase two or three to Phase one.
Commissioner Russell- Chavez asked if bike racks will still be added near bus stops.
Vice Chair Wong suggested that staff look into working with local business owners in a
arranging a partnership and having them install bike racks in front of their business.
Commissioner Masuda asked for some clarifications on a few of the recommendations
provided by staff.
Chair Hall congratulated and thanked staff for the studies and suggestions they've provided
thus far. Ms. Hall has also suggested adding an educational program to make bicycle
riders aware of the rules and regulations.
Staff has informed the Commission that they will look into a couple of grants to come up
with funding for educational materials.
Joe Basile, resident of Rosemead, asked the Commission if there is a policy prohibiting
bicyclists from riding their bikes on sidewalks.
Chair Hall informed Mr. Basile that the City currently doesn't have a policy, but is in the
process of putting one together.
Commissioner Russell- Chavez motioned, seconded by Vice Chair Wong to approve staff's
recommendation of forwarding a copy of the Bicycle Improvement Plan to the City Council
for further consideration and to also include the Commissions suggestions. Votes resulted
in:

4. NEW BUSINESS
B. REQUEST TO REVIEW TRAFFIC CONDITIONS ALONG HELLMAN AVENUE AT
DEL MAR AVENUE
Staff provided the Traffic Commission with a brief description on the item.
Commissioner Masuda agrees with staff's suggestions.

Vice Chair Wong suggested that a study should be completed at the location prior to
undertaking any street improvements to see the types of impact it will have towards
residents near that location.
Commissioner Russell-Chavez concurred with Vice Chair Wong.
5. STAFF REPORT
Staff provided the Traffic Commissioners with an update on the current and future projects
throughout the City. Staff also included a copy of the green sheet.
6. COMMISSION REPORT
Commissioner Quintanilla asked staff if they had an update on the signal timing adjustment
for the intersections of Valley Blvd., Rio Hondo, and Mission Drive.
Commissioner Masuda asked staff if they can possibly have the timing for the southeast
Rio Hondo signal stay green longer to avoid vehicles from getting rear ended.
Vice Chair Wong complemented staff on a great job done on the Civic Center. Mr. Wong
also asked if staff had any updates on the Paramount Bridge.
7. ADJOURNMENT
The meeting adjourned at 8:00 p.m. The next Traffic Commission meeting is scheduled for
May 17, 2012 at 7:00p.m. and will take place at the Rosemead City Hall, City Council
Chamber, located at 8838 East Valley Boulevard.
