CALL TO ORDER - IMMEDIATELY FOLLOWING THE MEETING OF THE REDEVELOPMENT AGENCY
An Adjourned Regular Meeting of the Rosemead City Council was called to order in the
Council Chambers of the Rosemead City Hall, 8838 E. Valley Blvd., Rosemead, California
at 9:33 P.M. by Mayor Cichy.
ROLL CALL:
Present: Cichy, Hunter, Imperial, Taylor, Trujillo
Absent: None
Ex officio: Burbank, Foutz, Fleischman, Dickey, Dilkes, Tripepi, Young, Wyckoff
APPROVAL OF MINTUES: FEBRUARY 22, 1977 - REGULAR MEETING
It was moved by Councilwoman Trujillo, second by Councilman Hunter to approve the
minutes as written.

It was moved by Councilwoman Trujillo, second by Councilman Taylor to approve the
recommendations on the Consent Calendar.

CC-C ACCEPTANCE OF $418,600 FROM ROSEMEAD REDEVELOPMENT AGENCY FOR BEAUTIFICATION PROJECT
ON GARVEY AVENUE AND SAN GABRIEL BLVD. (PROJECT AREA NO. 1)
Recomm: Accept Funds for City Project
Attorney Dilkes stated that in accordance with law (H&S 33445) the Council must
make the following findings:
1) That the Improvement must be of benefit to the Project Area..
2) That no other means of financing is reasonably available.
It was moved by Councilwoman Trujillo, second by Councilman Hunter to accept the
$418,600.00 Funding and that the Council Make Findings as stated above.

NOES: Taylor
ABSENT: None
Councilman Taylor request the record show his objection is not to the beautification,
but to not giving the undergrounding of utilities more research before covering the
street with stamped concrete.

TO ACTIVELY PURSUE DESIGNATION AS SPECIAL PRIME SPONSOR.
G. CONSIDERATION OF PARTICIPATION IN SUMMER YOUTH EMPLOYMENT PROGRAM
Sergio Cabanillas, Executive~Director of:the Mid-Valley'1lanpower Consortium addressed
the Council.urging approval of the.Re-Written Joint Powers Agreement, The Special
Prime Sponsor Designation, and Administration and Coordination of the 1977 Summer
Youth Employment Program.

Councilman Taylor requested 1) Statistics from other cities involved and 2) Retention
rate...
It was moved by Councilwoman;Trujillo', second by Mayor Cichy to approve the joint
Powers Agreement Between, the Cities of Bradbury, Baldwin Park, Duarte, E1 Monte, South
E1 Monte, and Rosemead Creating an Agency to Be Known as the Mid-Valley Manpower
Consortium.

It was moved by Councilwoman Trujillo, second by bfayor 61chy't'b'approve the decision
to pursue Special Prime Sponsor and allocate $1,280.00 in-kind contribution.

Mr. Cabanillas advised the Council that in essence; that vote kills the project
(Councilman Taylor clarified that it was for 1 year)...
Councilwoman Trujillo requested information at the next reeular meetine relative to
handling our own Summer Youth Program... To be on the 3/22/77 Agenda.
H. REQUEST PROM BIENVENIDOS COr1MUNITY CENTER FOR PERMIT TO CONDUCT THE CINCOde MAYO
PARADE ON MAY 7, 1977
Mike Sakamoto of Bienvenidos Community Center advised 6i* Council that this is the
first year that Bienvenidos is attempting to sponsor this parade'and requested the
City's approval in order to obtain the necessary permits from the Sheriff and Road
Departments. He stated the insurance will be the biggest problem at this point.

It was moved by.Councilwoman Trujillo,, second by Mayor Cichy to grant the request..,
approval of the parade subject to meeting the City's insurance requirements (Insurance
to be filed with the City Clerk by 4/29/77 at 5:00 P.M. along with letters of approval
from property owners where parade will be assembled)...
