Due to lateness in receiving the February 22nd'minutes they were deferred to next
meeting.
It was moved by Councilman Hunter, second by Councilwoman Trujillo to approve the
minutes of March 2, 1977 - Special Meeting as written.

Attorney Dilkes read Ordinance 435 by title.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ADOPTING BY REFERENCE PURSUANT
TO GOVERNMENT CODE 50022.2 - ORDINANCE NO. 11,360 AND ORDINANCE 110. 11,275 OF THE
COUNTY OF LOS ANGELES AND AMENDING THE BUILDING CODE AS INCORPORATED IN ROSEMEAD
MUNICIPAL CODE ARTICLE VIII COMMENCING WITH SECTION 8100.
The Public Hearing was-opened at 8:08 P.M.' No One Wished to Speak and It Closed
immediately.
It was moved by Councilwoman Trujillo, second by Councilman Hunter to waive further
reading and Adopt Ordinance 435.

C. ZONE CHANGE 76-82/3953 MUSCATEL/P-D to R-1
Reference was made to a memorandum from Director of Planning Sullivan which presented
the recommendation from the Planning Commission for Approval of Zone Change 76-82.
RECOMMENDATION:
1) The City Council approve Zone Change 76-82 and direct the City Attorney to prepare
an ordinance; and
2) Approve the Negative Declaration, finding it prepared in compliance with CEQA, the
Guidelines for Implementation of CEQA, and Rosemead Resolution 75-28.

Councilman Taylor questioned the City Ordinance regarding block walls between
Commercial and Residential..
It was moved by Councilman Hunter, second by Councilwoman Trujillo to approve Zone
Change 76-82, and the Negative Declaration as recommended.

D. BEATRICE PLACE STREET IMPROVFA4ENT,HEARING
Assistant City Manager Dickey referred to the Council's decision for alternate number
3 for construction of a cul-de-sac (curbs, gutters, and driveway approach) in the
existing right-of-way under the provision of the Improvement Act of 1911, Chapter 27.
The Oath was administered to those wishing to speak.
The Hearing was OPened at 8:20 P.M.
JAI4ES REYNOLDS, 8929 Beatrice Place, Rosemead.. addressed the Council regarding his
deposits with the City - and referred to the wording on the receipt which says the
deposit is for guarantee installation of curb, gutter, sidewalk, and driveway approach..
He states the current plans are not for sidewalk and requests consideration of sidewalk
or refund of that portion of the deposit.

The problem of installing sidewalks was discussed.
There being no objections, this Public Hearing was continued to March 22, 1977 meeting.
It was suggested a plot plan be submitted showing property lines..

Referrence was made to actions taken to conserve natural gas as it pertains to
Rosemead Pool Operation - which is approved by the recent Public Utility Commission
decision in a letter dated 2/4/1977.

Sgt. Frank Oakden of the Shertff's Depaftment addressed the Council regarding this
unit - stating it is designed to act as an alternate to the regular communications
systems in time of emergency. Unit is no cost to City-Only installation materials....

Mike Scott, of H.M. Scott & Associates stated that dedications have been received
from all but 5 of the required property owners.

Councilwoman Trujillo reported that the Legislative Committee will continue efforts
to kill the subject bill which would repeal Section 51350 of the Government Code
in that the County shall charge the city only those additional costs incurred by the
County in providing services.... She reported that the Co-Sponsor of the Bill has
withdrawn his name from the Bill...
Mayor Cichy suggested Councilwoman Trujillo be authorized to return to Sacramento
if Lobbying is necessary.
Attorney Dilkes:
1) REPORT ON REVENUE SHARING CONTRACTS AND POSSIBLE REQUEST FOR AUTHORIZATION FOR
THE MAYOR TO EXECUTE THOSE COMPLETED.
Attorney Dilkes asked that the contracts be deferred to the next meeting..
2) Reported a call from Phyllis Tury and Hugh Foutz of the Heritage House Committee
regarding operating policies..He advised them they are in conformance with
State Law.
3) Requested an Executive Session for discussion of pending litigation.
The Meeting Recessed at 9:18 P.M. It Reconvened at 9:20 P.M.
Attorney Dilkes reported that no formal action had been taken in executive session.
VII. CITIZEN PARTICIPATION:
A. REQUESTS TO ADDRESS THE COUNCIL
1) MID-VALLEY MANPOWER CONSORTIUMI/RE-WRITTEN JOINT P014ERS AGREEMENT AND TO ACTIVELY
PURSUE THE DESIGNATION OF SPECIAL PRI14E SPONSOR WITH DEPARTMENT OF LABOR
Sergio Cabanillas, Executive Director of the Mid-Valley Manpower Consortium addressed
the Council referring to a Letter & Report Dated March 2, 1977 which informs the
City that the Consortium Board of Directors recently voted to approve a re-written
Joint Powers Agreement and actively pursue the designation of Special Prime Sponsor
with the Department of Labor. He stated that Rosemead's vote is required to take
the matter of application to the Department of Labor and that the other 5 cities
have approved the re-written agreement. The Grant Research & Development Budget was
presented tith a request.from Rosemead for $1,280.00 as in-kind contribution..to be
used to actively pursue the Special Prime Sponsor designation. He urged that time
is of essence...
