An Adjourned Regular Meeting of the Rosemead City Council was held in the Rosemead Community Center, 3936 N. Muscatel Ave., Rosemead, and called to order at 9:00 A.M. Coffee & Donuts were served.. ROLL CALL; COUNCIL I+EMBERS..CICHY, HUNTER, IMPERIAL (arrived 9:15), TRU.IILIA Ex officio: Burbank, Dickey, O'Connor, Envall, Wyckoff, Young ORDER OF BUSINESS: INFORMATIONAL MEETING SAN GABRIEL BLVD. ABTD GARVEY AVENUE BEAUTIFICATION The Meeting was Chaired by Councilman Hunter and Go-Committee Member Trujillo A Picture was taken... Councilman Hunter explained that over 300 invitations were delivered to those doorways on Garvey and San Gabriel and thanked those in attendance for their time this morning. Mike Scott of H.M. Scott & Associates made a Slide Presentation with Mr. Hunter narrating which included many' ideas of what has been done in different cities with street beautification and also showed status of Garvey and San Gabriel. Some items discussed between the Council/Committee and the Audience were: 1) Landscaping..2) Red Concrete Strip (30") along sidewalk..3) Landscaping & Trees 4)_-'Maintenance & Water5)Tree Interference with Business Signs..6) Construction of Corners for Handicapped..7) Medians..8) Undergrounding of Utilities or New Poles.. 9) Cost & Responsibility for Mtce..:. Councilman Hunter explained that this meeting is for input and that Council had taken no formal action ...He explained his thoughts on using Redevelopment Agency Funds for the Improvements and Maintenance, with the explanation that a future Council could create a maintenance district but that there are no current plans for one. He explained that the Intersection of Del Mar is substandard and should wait until upgraded before beautified... The Audience suggested intersections other than those Major Intersections be considered for crosswalk beautification..cost permitting.. Votes were taken with the majority voting as follows: 1) Pro Beautification for Garvey Ave. and San Gabriel Blvd. (City Limit to City Limit) 2)_c.Pro Color in Crosswalks 3) Pro Smaller Planters a) half moon suggested b) 36" by 48" It 4) Elimination of Raised Medians Councilwoman Trujillo spoke - stating that this meeting-is not to sell a specific program but to get thought input on possibilities for these improvements. She again stated that it is hoped that the cost can be totally funded for the final project. She and Councilman Hunter shared the concerns of Councilman Taylor regarding the colored concrete - but that the Total Council is interested in a Beautification Program. 9 Page Two Council Minutes 2/17/77 1 When asked time expection for these improvements, Councilman Hunter and Councilwomav Trujillo explained that it is hoped San Gabriel will be started about June, 1977... and that possibly Garvey Avenue could be done at this same time. The process of Sealing the Colored Concrete was discussed compared to the natural fading effect... The Council/Committee thanked all who participated in the meeting...
