FEBRUARY 15, 1977
CALL TO ORDER - 7:30 P.M.
An Adjourned Regular Meeting of the Rosemead City Council and the Human Resources
Commission was held at the T 6 J Restaurant, 8526 E. Valley Blvd., Rosemead and
called to order by Mayor Cichy at 7:30 P.M.
ROLL CALL:
Council: CICHY, HUNTER, IMPERIAL, TAYLOR, TRUJILLO
Commission: KNAPP, CLEVELAND, RIVAS, ZT,1ICK (Commissioner Blakely absent)
Ex 'officio: Tripepi, O'Connor, Young, Wyckoff
Also present were: Frank Guiterrez and Bernie Kammer of the Sheriff's Department.
Chairman Knapp: 'Announced a WeTip Convention to be held March 25, 26, and 27, 1977
A Statewide Convention-Scott Carpenter is Honorary Chairman
ITEMS PLACED ON THE AGENDA FOR DISCUSSION WERE:
1) CRITERIA FOR OUTSTANDING CITIZEN/CERTIFICATES OF APPRECIATION
2) GANG ACTIVITY
3) 04ERGEDICY OPERATIO14S PLAN
4) VE TIP
5) BLOOD DRIVE
4) In addition to the Convention mentioned above, discussion followed regarding
arrests and rewards due to the WeTip program - and Sgt. Kammer and Deputy Guitereez
shared information regarding reduction of pushers in Rosemead (509 in 2 1/2 years)
5) Commissioner Cleveland reported on the Blood Drive (53 pints received) and
stated that information would be directed to the Newsletter for a hopefully
bigger turn-out next drive.
Pat also shared a new idea regarding discounts to Senior Citizens. More information
to follow when studied...
1) The Commission referred to criteria adopted the end of 1976 and referred to Council
for choosing outstanding citizens... To be researched by staff and forwarded to
Council.
The use of the Newsletter for a form nominating these citizens was discussed.
Councilman Imperial stated he would like to see the program extend to include
a Home Improvement Award..
2) Sgt. Kammer reported that during the past 10 months, 9 gang-related incidents
have been reported. 5 were violent activities (assult)....
Work by all organizations was referred to and the different approaches.
i.e....Sheriff's Department, Priests, and City...
Sgt. Kammer stated he felt the System is now coming together (Law Enforcement and
Courts)
POLICY: Chairman Knapp stated that the Commission wanted this meeting due to a question
as to the Role the Human Resources Commission should play in the City of Rosemead
especially as to policy for recommendations to Council.
Recommendations regarding Revenue Sharing Program Funding was specifically
discussed.

3) City Manager Tripepi advised the meeting that an Emergency Radio System is
a possibility for Rosemead with the base statioh to be located in the City Hall
basement.
Public Information Programs will be considered when all taformation is tcgnther.
NEWSLETTER: Beth Wyckoff advised the Council and Commission that the Newsletter
will now come out every other month..
February - April - June - August - October - December
(Items due no later than 1st week of month it comes out)
The Human Resources Commission Adjourned to the next regular Meeting
The City Council Meeting adjourned to Thursday, February 17, 1977 at 9:00 A.*.T. in
the Rosemead Community Center, 3936 N. Muscatel Ave., Rosemead for the purpose of
an INFORMATIONAL MEETING REGARDING LANDSCAPING/BEAUTIFICATION ON SAN GABRIEL AND
GARVEY.
Meeting Adjourned at 9:43 P.M.
