CC - Item 5F - Safe Routes to School Project - Award of ContractROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER DATE: JUNE 26, 2012 SUBJECT: SAFE ROUTES TO SCHOOL PROJECT —AWARD OF CONTRACT SUMMARY As part of the City's Fiscal Year 2011 -12 Capital Improvement Program, the City Council approved a program titled, "Safe Routes to School Program," which involves traffic safety and calming enhancements at six (6) local schools: Emerson Elementary, Garvey Intermediate, Willard Elementary, Bitely Elementary, Sanchez Elementary, and Temple Intermediate. The bulk of this project is funded through the State of California Safe Routes to School Program, with a total approved grant of $450,000, with $50,000 additional funding from State Gas Tax Funds. Since submitting the grant application in April 2010, additional safety measures were identified and added to the scope of the project. These measures include traffic signal modifications, striping, and signage resulting in an addition cost of $221,000 above the initial project budget. The project includes the installation of new safety traffic striping, traffic signage, speed feedback signs, curb bulb -outs, in- pavement crossing lightings, and traffic signal modifications. All of the proposed traffic enhancements are located within a 2 -mile radius, as required by the State grant guidelines. Staff Recommendation It is recommended that the City Council: 1. Approve plans and specifications for this improvement project; 2. Authorize the City Manager to enter into a contract with PTM General Engineering Service, Inc. for the Safe Routes to School Project in the amount of $655,045.00. 3. Establish an amount of approximately 10% of the contract cost ($65,500.00), as a contingency, to cover the potential cost of unforeseen site conditions. 4. Approve Resolution 2012 -42 appropriating $221,000 in additional State Gas Tax funds. flZMN0,_ City Council Meeting June 26, 2012 Page 2 of 4 DISCUSSION Based on traffic studies, areas along Garvey Avenue, especially those close to schools, are in need of traffic safety improvements. Improvements in this area will help to reduce traffic speeds, enhance pedestrian crossing areas, and improve traffic and pedestrian safety. Project Details The proposed project includes the following improvements: • Repair Sidewalks /Curb Ramps in compliance with ADA accessibility requirements, and installation of curb bulb -outs to lower speed of vehicular traffic and increase pedestrian safety. • Upgrade traffic signal equipment and modify cycles at the intersection of Garvey and Jackson. Add a protected - permissive cycle for vehicles turning left from Garvey to Jackson, providing a dedicated left turn cycle. Additionally, the option will allow left turns, while yielding to opposing traffic. This improvement will reduce the volume of vehicles queuing along Garvey Avenue. • Add In- Pavement Flashing Lights at appropriate crosswalk locations. These lights will be activated by a push -button sensor and will display flashing lights when persons cross the street at this location. • Add Speed Feedback Signs at appropriate locations. These signs will help remind drivers of their speeds and display a flashing yellow light when drivers are driving above the speed limit. • Add Pedestrian Count Down signals for the crosswalks at major intersections • Upgrade Street Signage to a high visibility florescent yellow green color • Restripe Street Markings and Crosswalks with a high visibility design The above - mentioned improvements have been included in previous cycles of Safe Routes to School Project and have received positive feedback from members or the public as well as school administrators. In the time that has passed since the project was developed and the grant application was filed in April 2010, additional needed traffic improvements were identified and added to the scope of work for this project. A protective - permissive signal at Garvey Ave and Jackson Avenue and additional safety signage and striping were identified as necessary and added to the scope of the project. These additional measures have resulted in the additional cost of $221,000 to the project. Tarzana, CA $784,034.00 Staff reviewed the bid documents for completeness and investigated the contractor's background and recent projects for competency. Staff has concluded that PTM General Engineering Service, Inc. is the lowest responsive bidder to perform the construction of this project. PTM General Engineering Service, Inc. has satisfactorily completed similar projects for other public agencies, including the Cities of Anaheim, Tustin, Santa Ana, and Rosemead. Plans and Specifications are available for review in the City Clerk's Office. Timeline Pending approval by the City Council, staff anticipates completion of this project according to the following schedule: June 26 — City Council Awards Contract July 16 th to August 15th — Tentative Construction Schedule August 30 Tentative Project Completion FINANCIAL REVIEW The total appropriation needed to award this project is $720,545.00 (including contingencies). Funding for this project has been approved in the City's FY 2011 -12 Capital Improvement Program budget. Funding sources include a $450,000 State Safe Routes to School Grant and $50,000 in State Gas Tax. An additional appropriation of State Gas Tax funds is needed in the amount of $221,000 and is hereby requested. The previously approved and recently awarded Mission Drive Street Resurfacing Project has resulted in substantial savings of State Gas Tax Funds. An additional $400,000 in City Council Meeting June 26, 2012 Page 4 of 4 State Gas Tax Funding remains in the Fiscal 2011 -12 budget and $221,000 of this funding is requested to complete this project. ENVIRONMENTAL REVIEW The project is categorically exempt from the California Environmental Quality.Act (CEQA) pursuant to Section 15304 (a) of the CEQA Implementing Guidelines. This exemption covers projects involving minor alterations of land that do not have a significant effect on the environment.
