(IMMEDIATELY FOLLOWING ROSEMEAD REDEVELOPMENT AGENCY MEETING) ROLL CALL: Present: Cichy, Hunter, Imperial, Taylor, Trujillo Absent; None Ex officio: Dickey, Dilkes, Fleischman, Foutz, Tripepi, Young Mayor Trujillo explained that this is A PUBLIC HEARING FOR CONSIDERATION OF THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974. to accept public input regarding Federal Funding available to the City of Rosemead under the provisions of the Housing and Community Development Act of 1974. (possible allocation of $660,000) NOTICES: Published and Posted Pursuant to Law - with extra notice going out to 5 newspapers and mailed to 50+ organizations and 204 Chamber Members.. City Manager Tripepi referred to the Staff Report from Envista, Inc. dated January 5, 1977 and had a transparency of the draft program proposal reflected on the wall for the benefit of the audience. Mr. Gale Carr of Envista addressed the Council summarizing the draft staff report and answering questions relative to the program. Among the items clarified were: 1) The $150,000 for processing the 312 Loans is administrative money only. The Loans would be handled by a separate agency (possibly a bank) and treated similar to the FHA Loan Program. 2) Determined that the Local Legislative Body (City Council) would have the final say on any development as a result of this program. 3) That the National Goal of the Program is adequate Housing and improvements to business conducive to residential areas..stating an educated feeling that Rosemead need only have a program to rehabilitate much of the residential property to qualify for the funding. The foregoing might be accomplished through the low and no interest loans and the 312 Loan Program. Attorney Dilkes pointed out rqquirements of the Municipal Code (Zoning) regarding construction of units... (Conditional Use Permit) The Meeting Recessed at 9:58 P.M. The Meeting Reconvened at 10:13 P.M. Mayor Trujillo Opened the Public Hearing at 10:14 P.M. Mr. Roy Temple, 8629 Fern, Rosemead - addressed the Council requesting Recreation Funds specifically for Tennis Courts. After the Public Hearing, City Manager Tripepi responded to this request stating that the City is presently acquiring property from the County for Tennis Courts at a cost, to the City of approximately $85,000 for development. Mr. Juan Nunez, 2704 Del Mar Ave., Rosemead - Asked about requirements to bring . homes up to code if applying for these funds (code enforcement) It was explained that it is no longer a requirement that the home must be brought completely up-to-code - but only that it be brought up to safe and inhabitable standards. Mr. Nunez also touched upon the ability of a developer to 8ppiy for funds under Section 8 of the program... Page Two Council Minutes Jan. 10, 1977 Mr. Mario Federico, 1000 So. Edith, Alhambra addressed the Council stating that he is on the Alhambra Citizens Committee relative to this HCD Program and sharing some problems they are having with funding. Linda Burns..Rosemead called the City Clerk relating her suggestion for ramps for wheelchairs at street corners.(Phone Message 1/10/77) The Hearing Closed at 10:30 P.M. Council discussed the draft program at this point.. Mr. Carr addressed himself to Alhambra's problem with funding stating his previous cities have not had that problem... He referenced the cities of Chino, Bell Gardens, and Hawaiian Gardens. Mr. Carr advised the Council that the draft application is to be to HUD by the 15th of.this month, and the final application after the next public hearing. Councilman Hunter requested an increase for Senior Citizen Grants and Low Interest Loans for Small Business... staff to comply for draft application.. Councilman Cichy requested for the next Public Hearing : discussion regarding implementation of a volunteer house painting program. Staff proposal requested:.
