A Special Meeting of the Rosemead City Council was called to order in the Conference
Room of the Rosemead City Hall, 8838 E. Valley Blvd. Rosemead, Calfiornia by '
Chairman Trujillo.
ROLL CALL:
Present: Cichy, Hunter, Trujillo
Absent: Imperial, Taylor (Imperial excused for another meeting out-of-town)
Ex officio: Tripepi, J. Young!' Mr. Taylor arrived at 7:52 P.M.

Mayor Trujillo explained that the meeting had been noticed for the following
business:
1) Wyckoff Associates: Request for Policy Regarding Public Relations
2) Presentation and Study of Housing & Community Development Program
WYCKOFF ASSOCIATES: RE UEST FOR POLICY REGARDING PUBLIC RELATIONS

Eff. TT c o advised t e Council that she had two major requests regarding
the Public Relations Budget.
a) Over Budget on Promotion Piece Folder ...$3,827.88
Ms. Wyckoff requested an allocation to cover this amount, explaining
that some of the other items for the fiscal year were expected to come
in under budget.
Discussion followed regarding budgeted funds for promotional activity in the
Chamber of Commerce Budget.
It was moved by Councilman Hunter, second by Mayor Trujillo that'the foregoing
funds come out of the budget dollars allocated for the Chamber of Commerce.
The Motion was withdrawn with consent of the second...
City Attorney to research Chamber Contract and item to be reconsidered at a later
date.
b) Request for Policy on Copies of Pictures
Councilman Hunter stated that he felt one copy of the pictures could be requested
by Council ...and that if a Council Member requests a picture, all Council Mejbers
should be called ...also that all pictures should involve at least one member of the
Council. No Objections noted...
It was agreed that promotional pictures for the Parke & Recreation Department would
be cleared through the City Manager's Office...
Local Photographers were discussed..Ma. Wyckoff expressed her ability to depend on
the current photographers at any time day or night...
2) PRESENTATION AND STUDY OF HOUSING & COMMUNITY DEVELOPMENT PROGRAM
City Manager Tripepi introduced Mr. Gale Carr of Envista (Planning & Environmental
Sciences) and Mr. Nick Nigretti of the County Community Development Department:
Mr. Nigretti explained that he represents cities under 50,000 in the first
Supervisorial District with regard to the Federal Housing and Community Development
Program of 1974...stating the desire to consolidate these programs under one ujbrella
agency (County).-.and advising the Council that the estimated funding for Rosemead
should we wish to participate would be $661,000 for 1977/78...
Mr. Migretti advised the Council that the new date set for deadline for receipt of
a cooperative agreement with the County is January 4, 1977... The County would then
include Rosemead in the Environmental Impact Report for the entire County for the
application to HUD.

Availability of monies for Planning was discussed.
Mr. Gale Carr stated he felt HUD was approving 10% for planning activities
(allowed before the grant is approved)
Mr. Nigretti advised us that we are under the Urban County Program...and that he
would check if funds are available to us...
Public Hearings: The First must be held prior to January 15, 1977 and the
Second before February 10, 1977.
The final Application: Due by March...
Section 8: Low Income Housing was discussed...
Mr. Carr stated that Ordinances could be set up where the Council has the final
word whether a project would be built in the City.
Permissible Projects Under the Program: were discussed... In addition to Housing
and Rehabilitation (to include low-interest loans and grants possibly) the program
allows recreational facilities, street improvements, and other uses other than
the traditional uses previously know for community development funds.
Mayor Trujillo questioned the Code Enforcement requirement for rehabilitation'
projects... in many older homes in the City.
Mr. Carr & Mr. Nigretti said that Code Enforcement is Voluntary...
Councilman Taylor arrived at 7:52 P.M.
Council having final control of any projects for the City was discussed.
Councilman Taylor stated concern of what law would prevail ...I.e. Federal over
County..County over City..etc...
Mr. Carr & Mr. Nigretti were thanked for being at this meeting...
There being no further discussion... Mayor Trujillo adjourned the Meeting
