CALL TO ORDER - 7:30 P.M.
An Adjourned Regular Meeting of the Rosemead City Council was held in the Conference
Room of the Rosemead City Hall, 8838 E. Valley Blvd., Rosemead, California and called
to order at 7:30 P.M.
ROLL CALL:
Present: Cichy, Hunter, Imperial, Taylor, Trujillo
Absent: None
Ex 'officio: Dickey, Dilkes, Tripepi, Young
Mayor Trujillo stated the purpose of this meeting is to continue the Study Session
relative to Agenda Format and Council Policy...
OUTLINE OF 11/17/76 referred to:
8) MINUTES:
A. Action vs. Verbatin Minutes (Majority Vote)
It was agreed that verbati$ minutes would be by majority vote only..
9) POLICY DECISION BY COUNCIL RE: NON-ROSEMEAD POLITICAL ISSUES
The time element in listening to items not directly related to the City of Rosemead
was discussed. It was agreed that no action would be taken at this time and that
if there is a problem, it will be further discussed...
10) POLICY DECISION BY COUNCIL ON ALLOWING HANDBILLS, FLIERS, OR PETITIONS TO BE
BROUGHT INTO COUNCIL DURING SESSION..
No Action... Enforce present code provisions...
11) POLICY ISSUE FOR COUNCIL ON PROCEDURE BY MAYOR TO CONTROL COUNCIL MEETINGS'
Ways to expedite business were dtecussed...A recess was suggested if the meeting
seems at a standstill...
WYCOKOF ASSOCIATES:
Beth Wyckoff asked Council if they would consider policy on pictures... for newpletter
To be discussed at a future meeting...
There being no further business, the meeting was adjourned..

An Adjourned Regular Meeting of the Rosemead city council was held in the council
Chambers of the Rosemead City Hall, 8838 E.,Valley Blvd., Rosemead, California and
called to order by Mayor pro tem Taylor.
ROLL CALL:'
Present: Cichy, Hunter, Taylor
Absent: Imperial, Trujillo
Ex officio: Dickey, Dilkes, Tripepi, Young
The Meeting was Adjourned to the Conference Room of the Rosemead City Hall and
Recessed at 6:31 P.M. ,
The Meeting Reconvened at 7:00 P.M. - Called to Order by Mayor Trujillo
ROLL CALL:
Present:. Cichy, Hunter, Imperial, Taylor, Trujillo
Absent: None
Ex officio: Dickey, Dilkes, Tripepi, Young
Attorney Dilkes stated that he had requested this Study Session for Council consideration
of the POLITICAL REFORM ACT OF 1974 REQUIREMENT FOR CONFLICT OF INTEREST CODES..
Attorney Dilkes informed the Council that they have a legal obligation to adopt
a code applicable to the Members of the City Council by October 10, 1976 end a
code covering selected Commissions, Staff, and Appointees within approximately
six (6) months.
Mr. Dilkes presented,a proposed Resolution covering the first requirement for Council
Code which will be presented to Council at the regular meeting of September 28, 1976.
(This will meet the 10/10/76 requirement)...
RESOLUTI014 OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ADOPTING A CONFLICT OF INTEREST
CODE APPLICABLE TO THE MEMBERS OF THE CITY COUNCIL PURSUANT TO THE POLITICAL REFORM
ACT OF 1974.
No changes or objections by Council....
Attorney Dilkes recommended the Council consider a code similar to the
California School Boards Association Code - (Copy in Clerk's Office)...
and asked Council to consider what positions should be covered in the second code...
After discussion;
It was moved by Councilman Cichy, second by Councilman Hunter to appoint Councilmen
Imperial and Taylor as a Committee to work with the City Attorney in developing a
Conflict of Interests Code for the City of Rosemead. Unanimously Carried...
Reference was made to a meeting to be held by the State Fair Political Practices
Commission (Educational Seminar) on September 29th..
It was moved by Councilman Cichy, second by Councilman Hunter that City Council and
Staff be authorized to attend - and give an oral report on input. Unanimously Carried..
ADJOURNMENT :
It was moved by Councilman Cichy, second by Councilman Hunter to Adjourn.
Unanimously Carried...
