CC - 2012-42 - Appropriating $221,000 for the Safe Routes to School ProjectRESOLUTION NO. 2012- 42 A RESOLUTION OF THE ROSEMEAD, CALIFORNIA CITY COUNCIL APPROPRIATING $221,000 FOR THE SAFE ROUTES TO SCHOOL PROJECT WHEREAS, the City's FY 2011 -12 Capital Improvement Program (CIP) budget identified the Safe Routes to School as a desired capital improvement project; and WHEREAS, at the time the initial budget was approved a portion of funding for the project was provided through a California Safe Routes to School Grant in the amount of $450,000 and existing State Gas Tax funds; and WHEREAS, in the time since the project was developed and the grant application was approved, additional safety elements were added to the scope of the project, resulting in additional costs of $221,000; and WHEREAS, additional funding has come available due to significant savings of State Gas Tax funds on the recently awarded Mission Drive Street Resurfacing Project that may be used for the completion of this project; and WHEREAS, the State Safe Routes to School Grant and State Gas Tax Funds will continue to be used to fund a portion of the Project; and NOW THEREFORE, the following account numbers and appropriation are amended to include the amounts listed in the following table: Fund Organization Account Project Description Amount Approriation 301 6005 5395 21006 Construction $221,000 Transfer (Memo) 201 0000 5960 21007 Interfund T/F Out <$221,000> 201 0000 4860 21006 Interfund T/F In $221,000 The additional appropriation is made a part of the approved FY 2011 -12 budget as though it were a part of the initial approved budget fully set forth. The bulk of this project is funded through the State of California Safe Routes to School Program, with a total approved grant of $450,000, with $50,000 additional funding from State Gas Tax Funds. Since submitting the grant application in April 2010, additional safety measures were identified and added to the scope of the project. These measures include traffic signal modifications, striping, and signage resulting in an addition cost of $221,000 above the initial project budget. The project includes the installation of new safety traffic striping, traffic signage, speed feedback signs, curb bulb -outs, in- pavement crossing lightings, and traffic signal modifications. All of the proposed traffic enhancements are located within a 2 -mile radius, as required by the State grant guidelines. Staff Recommendation It is recommended that the City Council: Approve plans and specifications for this improvement project; 2. Authorize the City Manager to enter into a contract with PTM General Engineering Service, Inc. for the Safe Routes to School Project in the amount of $655,045.00. 3. Establish an amount of approximately 10% of the contract cost ($65,500.00), as a contingency, to cover the potential cost of unforeseen site conditions. 4.
