PLANNING COMMISSION REGULAR MEETING
MINUTES
September 15, 2003
CALL TO ORDER: The regular meeting of the City of Rosemead Planning Commission was called to order
by Chairperson Herrera at 7:00 p.m. in the council chambers of the Rosemead City Hall at 8838 East Valley
Boulevard, Rosemead.
Commissioner Loi led the Pledge of Allegiance.
Vice -Chair Ortiz delivered the invocation.

1. APPROVAL OF MINUTES Minutes of September 2, 2003
(MO) Motion by Commissioner Ortiz, seconded by Commissioner Loi, that the minutes of the City
of Rosemead Regular Planning Commission Meeting of September 2, 2003, be
APPROVED as submitted.

2. EXPLANATION OF HEARING PROCEDURES AND APPEAL RIGHTS
Deputy City Attorney Stanton Price explained the public hearing process and the right to appeal
Planning Commission decisions to the City Council.
3. ADMINISTRATION OF OATH
The planning secretary administered the oath to members of the audience wishing to speak before the
Planning Commission.
4. PUBLIC HEARING
A. CONDITIONAL USE PERMIT 03- 933 -3303 Burton Avenue
Terence Kwok has submitted an application for the construction of a single - family
residence with over 2,500 square feet of living area, located at 3303 Burton Avenue in the
R -1 (Single Family Residential) zone.

B. TENTATIVE PARCEL MAP 060007; ZONE VARIANCE 03 -322 - 2409 Delta Avenue.
Frank Lac has submitted an application to subdivide two residential lots into four (4)
parcels with less than the minimum lot area of 6,000 square feet. This subdivision will
create four parcels with the development of four new single - family dwellings located in
the R -2 (Light Multi Family Residential) zone.
Recommendation: Approve Subject to Conditions.
Presentation: Director Johnson
Staff recommendation: APPROVE —for two (2) years, subject to the conditions listed in
"Exhibit A."
Chairperson Herrera called for questions from the Commissioners.
Commissioner Ortiz asked for a comparison between the size of the proposed homes
and the established homes in the area. Director Johnson explained that the established
homes in the area were built in the 1950 -60's and were smaller than contemporary
homes. He estimated their size at 1200 to 1400 square feet.
Commissioner Ortiz questioned whether adequate parking was provided for homes of
this size. Director Johnson said that the zoning ordinance requirements were met by
providing a two -car garage for each three - bedroom house and he pointed out that
overnight parking is allowed on the street as well.

Chairperson Herrera opened the public hearing to those IN FAVOR of this application:
Mr. Kai Chan, architect for Mr. Lac said all conditions were acceptable.
Public hearing was opened to those who wished to OPPOSE the application:
None.
They're being no one further wishing to address the commission; Chairperson Herrera
closed the public hearing segment for this project
(MO) Motion by Commissioner Ortiz, seconded by Commissioner Loi, to
APPROVE Tentative Parcel Map 060007 and Zone Variance 03 -322, subject to the
conditions listed in "Exhibit A."

APPROVING TENTATIVE PARCEL MAP NO. 26578, THE MODIFICATION OF
CONDITIONAL USE PERMIT 86 -350, ANDZONE VARIANCE 01 -307 FOR THE
CONSOLIDATION OF TWO EXISTING PARCELS INTO ONE PARCEL FOR THE
RECONSTRUCTION OF A BUDDHIST TEMPLE, TO BE LOCATED AT 2751 DEL
MAR AVENUE IN THE R -2; LIGHTMULTI- FAMILY AND P; PARKING ZONES.

Chairperson Herrera presented the resolution by title only.
(MO) Motion by Commissioner Breen, seconded by Commissioner Loi, to waive further
reading and adopt said resolution.

MATTERS FROM CITY OFFICIALS AND STAFF:
Chairperson Herrera mentioned that this was the final Planning Commission Meeting for
Commissioner Ortiz who had officially resigned. She asked if Commissioner Ortiz had any final
words for the Commission. Commissioner Ortiz expressed his appreciation for the opportunity to
serve the community and to work with the Commission. Chairperson Herrera thanked Commissioner
Ortiz for his service.
ADJOURNMENT
There being no other business to come before the commission, the meeting was adjourned at 7.35 parry.
The next meeting will occur on MONDAY, OCTOBER 6, 2003, at 7:00 P.M.
