PC - Minutes - 08-18-030 0 PLANNING COMMISSION REGULAR MEETING MINUTES August 18, 2003 CALL TO ORDER: The regular meeting of the City of Rosemead Planning Commission was called to order by Chairperson Herrera at 7:00 p.m. in the council chambers of the Rosemead City Hall at 8838 East Valley Boulevard, Rosemead. Commissioner Breen led the Pledge of Allegiance. Vice -Chair Ortiz delivered the invocation. ROLL CALL: PRESENT: Vice - Chairman Ortiz, Commissioner Breen, and Commissioner Loi ABSENT: None EX OFFICIO: Price, Johnson, Duong, and Valenzuela 1. APPROVAL OF MINUTES Minutes of August 4, 2003. (MO) Motion by Commissioner Loi, seconded by Commissioner Breen, that the minutes of the City of Rosemead Regular Planning Commission Meeting of August 4, 2003, be APPROVED as submitted. Vote results: YES: LOI, BREEN, ORTIZ NO: NONE ABSTAIN: NONE ABSENT: NONE Vice -Chair Ortiz declared said motion duly carried and so ordered. 2. EXPLANATION OF HEARING PROCEDURES AND APPEAL RIGHTS Deputy City Attorney Stanton Price explained the public hearing process and the right to appeal Planning Commission decisions to the City Council. 3. ADMINISTRATION OF OATH The planning secretary administered the oath to members of the audience wishing to speak before the Planning Commission. 4. PUBLIC HEARING A. CONDITIONAL USE PERMIT 03 -929 - 9354 Valley Boulevard Phi N. Ho, DBA Audio Sound, has submitted an application for the operation of an automotive specialty shop, with installation of audio and alarm systems, located at 9354 Valley Boulevard in the C -3D (Medium Commercial with a Design Overlay) zone. Recommendation: Approve Subject to Conditions. Presentation: Assistant Planner Duong Staff recommendation: APPROVE —for one (1) year, subject to the conditions listed in "Exhibit A." Applicant(s): In the audience. 0 0 Vice -Chair Ortiz opened the public hearing to those IN FAVOR of this application: None. Public hearing was opened to those who, wished to OPPOSE the application: None. PERMIT 86 -359 MODIFICATION 2751 Del Mar Avenue The Vietnam Xa Loi Buddhist Temple has submitted an application to consolidate two existing parcels into one parcel for the reconstruction of a Buddhist Temple, located at 2751 Del Mar Avenue in the R -2 (Light Multi- Family Residential) and P (Parking) zone. Recommendation: Approve Subject to Conditions. Presentation: Assistant Planner Duong Staff recommendation: APPROVE- for one (1) year, subject to the conditions listed in "Exhibit A." Applicant(s): In the audience. Questions from Commissioner to staff Commissioner Lai requested that staff extend the hours of operation of the Buddhist Temple; he also requested added occupancy loads for three special holidays rather than one. Director Johnson explained the difference between the 1986 approval conditions and what Commissioner Loi was recommending. However, Director Johnson also explained that the Commission may change the condition if they desire. Vice -Chair Ortiz opened the public hearing to those IN FAVOR of this application: None. CONSENT CALENDAR These items are considered to be routine actions that may be considered in one motion by the Planning Commission. PC RESOLUTION 03 -47 —A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, APPROVING CONDITIONAL USE PERMIT 02 -907 FOR THE CONSTRUCTION OF A SINGLE - FAMILY RESIDENCE WITH OVER 2,500 SQUARE FEET OF LIVING AREA, LOCATED AT 7726 NEWMARK AVENUE IN THE R -2 (LIGHT MULTI - FAMILY RESIDENTIAL) ZONE. (APN: 5285 - 034 -019) B. PC RESOULTION 03 -48 - A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, APPROVING CONDITIONAL USE PERMIT 03 -928 FOR THE INSTALLATION OF A WIRELESS TELECOMMUNICATIONS FACILITY, LOCATED AT WALNUT GROVE AVENUE AND VALLEY BOULEVARD IN THE C -31) (MEDIUM COMMERCIAL WITH A DESIGN OVERLAY) ZONE. (APN: 5391- 013 -023) C. PC RESOLUTION 03 - 49 — A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, APPROVING DESIGN REVIEW 03 -106 FOR FAQADE LANDSCAPE AND PARKING LOT IMPROVEMENTS AT AN EXISTING AUTO REPAIR BUSINESS, LOCATED AT 9207 EAST VALLEY BOULEVARD IN THE CBD -D (CENTRAL BUSINESS DISTRICT WITH A DESIGN OVERLAY) ZONE. (APN: 5391- 013 -023) Vice -Chair Ortiz presented the resolution by title only. (MO) Motion by Commissioner Breen, seconded by Commissioner Loi, to waive further reading and adopt said resolution.
