PC - Minutes - 05-19-03PLANNING COMMISSION REGULAR MEETING MINUTES May 19, 2003 CALL TO ORDER: The regular meeting of the City of Rosemead Planning Commission was called to order by Vice - Chairman Ortiz at 7:00 p.m. in the council chambers of the Rosemead CityHall at 8838 East Valley Boulevard, Rosemead. Commissioner Loi led the Pledge of Allegiance. Commissioner Breen delivered the invocation. ROLL CALL: PRESENT: Vice - Chairman Ortiz, Commissioner Breen, and Commissioner Loi ABSENT: Chairperson Herrera EX OFFICIO: Price, Johnson, Villasenor, Duoug, and Valenzuela I. APPROVAL OF MINUTES Minutes of May 19, 2003. (MO) Motion by Commissioner Loi, seconded by Commissioner Breen, that the minutes of the City of Rosemead Regular Planning Commission Meeting of May 19, 2003, be APPROVED as submitted. EXPLANATION OF HEARING PROCEDURES AND APPEAL RIGHTS Deputy City Attorney Stan Price explained the public hearing process and the right to appeal Planning Commission decisions to the City Council. 3. ADMINIS'T'RATION OF OATH The assistant planner administered the oath to members of the audience wishing to speak before the Planning Commission. 4. PUBLIC HEARING A. CONDITIONAL USE PERMIT 03 -924 - 8963 East Garvet- Avenue Steven Su has submitted an application for the subdivision of a single tenant space into two spaces at an existing building used for a garment manufacturing and retail business, located at 8963 East Garvey Avenue in the M -1 (Light Manufacturing) zone. Recommendation: Approae Subject to Conditions. Presentation: Assistant Planner Villasenor .Staff recommendation: APPROVE —for a period of one (1) year, subject to the conditions listed in "Exhibit A." Vice - Chairman Ortiz wanted to make sure Ms. Tsang understood that she is only to have twenty-six employees instead of thirty employees she proposed iu the application that was submitted. (MO) Motion by Commissioner Breen, secouded by Commissioner Loi, to APPROVE Conditional Use Permit 03 -925 for a period ofoue (1) year, subject to the conditions listed in "Exhibit A." CONDITIONAL USE PERD11Ts 01 -819, 01 -821, 01 -822, 01 -823 (MODIFICATION) — 8621 Garvey Avenue, 3029 San Gabriel Boulevard, 3327 Del Mar Avenue, and 8463 Garvey Avenue The City of Rosemead is initiating a modification of conditions relating to expiration and conditions relating to the installment of security systems of existing conditional use permits for the Flamingo Inn located at 8621 East Garvey Avenue in the M -1. (Light Manufacturing) zone, the Gales Motel located at 3029 San Gabriel Boulevard in the C -3 (Medium Commercial) zone, the Virginia Motel located at 3327 Del Mar Avenue in the C -3 (Medium Commercial) zone, and the Niceday Inn located at 8463 East Garvey Avenue in the M -l. (Light Manufacturing) zone. Presentation: Assistant planner Villasenor Staff recommendation: APPROVE—nnodifcation of new conditions implemented by The City of Rosemead. APPlicant(s): In the audience. Vice - Chairman Ortiz opened the public hearing to those IN FAVOR of this application: Mr. Frank IVieser, the attorney for the business owner's approached the podium to clarify a few questions he and his clients had about sonic of the new conditions. Director Johnson answered all of his questions. Mr. B.N. Patel approached the podium to inquire about a possible reimbursement from the city for the extra amount of money he spent on his security system. The, required amount is two thousand five hundred dollars, he claims to have spent well over that amount, and would like a five or six hundred dollar reimbursennenl. Mr. Patel also infonned the planning commission and staff that he did not receive notice of tonight's hearing until earlier today.
