PC - Minutes - 04-07-030 0 PLANNING COMMISSION REGULAR MEETING MINUTES April 7, 2003 CALL TO ORDER: The regular meeting of the City of Rosemead Planning Commission was called to order by Chairman Loi at 7:00 p.m. in the council chambers of the Rosemead City Hall at 8838 East Valley Boulevard, Rosemead. Commissioner Alarcon led the Pledge of Allegiance. Commissioner Breen delivered the invocation. ROLL CALL: 1 PRESENT: Chairman Loi, Vice -Chair Herrera (arrived at 7:1 Opm), Commissioners Alarcon, Breen, and Ortiz ABSENT: None EX OFFICIO: Price, Johnson, Villasenor, Duong, and Valenzuela APPROVAL OF MINUTES Minutes of March 17, 2003. (MO) Motion by Commissioner Ortiz, seconded by Commissioner Alarcon, that the minutes of the City of Rosemead Regular Planning Commission Meeting of March 17, 2003, be APPROVED as submitted. EXPLANATION OF HEARING PROCEDURES AND APPEAL RIGHTS Deputy City Attorney Stan Price explained the public hearing process and the right to appeal Planning Commission decisions to the City Council. ADMINISTRATION OF OATH The planning secretary administered the oath to members of the audience wishing to speak before the Planning Commission. PUBLIC HEARING A. CONDITIONAL USE PERMIT 03 -916 - 4438 Earle Avenue Kheang Chin Lim has submitted an application to construct a new single family dwelling with over 2,500 square feet of living area behind an existing single family dwelling located at 4438 Earle Avenue in the R -1 (Single Family Residential) zone. Recommendation: Approve Subject to Conditions. Presentation: Assistant Planner Duong Staff recommendation: APPROVE —for a period of one (1) year, subject to the conditions listed in "Exhibit A." Applicant(s): In the audience. 0 0 Chairman Loi opened the public hearing to those IN FAVOR of this application: Mr. Terence Kwok the architect for the project approached the podium to answer any questions the commissioners and staff may have about the project. The commissioners asked if the property owner is planning to install a block wall. Mr. Kowk said "yes" there would be a block wall installed on the property. Mr. Kwok and the property owner agreed to install the block wall after the project is completed. Public hearing was opened to those who wished to OPPOSE the application: Mrs. Jackie Adkins approached the podium to address her concerns about the proposed project. Mrs. Adkins primary concern was the water supply, she said when a similar project was under construction, she previously experienced problems with the water pressure. Commissioner Alarcon suggested that she call the water company. Mrs. Cindy Ostry, who is a potential new Rosemead resident, approached the podium to address her concerns about the proposed project. Mrs. Ostry feels the project is not consistent with other houses in the neighborhood. They're being no one further wishing to address the commission; Chairman Loi closed the public hearing segment far this project (MO) Motion by Commissioner Ortiz, seconded by Commissioner Breen, to APPROVE Conditional Use Permit 03 -916 for a period of one (1) year, subject to the conditions listed in "Exhibit A." CONDITIONAL USE PERMIT 03 -912 (MODIFICATION)- Walnut Grove Avenue Hazur Singh Saini has submitted an application for the modification of Conditional Use Permit 03 -912 for design changes of a new single family dwelling with over 2,500 square feet of living area, located at 3856 Walnut Grove Avenue in the R -1 (Single Family Residential) zone. Recommendation: Approve Subject to Conditions. Presentation: Assistant Planner Duong Staff recommendation: APPROVE —for a period of one (1) year, subject to the conditions listed in "Exhibit A." Applicant(s): In the audience. Chairman Loi opened the public hearing to those IN FAVOR of this application: Ken Willer, property owner next to 3856 Walnut Grove addressed the Planning Commission with concerns about the block wall that is to be installed, Mr. Willer was primarily concerned with the block wall ruining his landscaping and trees on his property. Manmojan Vhamra represented and translated on behalf of Hazur Singh Saini. Chairman Loi asked Mr. Saini through translation from Mr. Vhamra if he would be willing to keep the chain link fence instead of installing a block wall, at the last meeting on this item, the planning commission and staff included the installation of a block wall as part of the conditions for approval. Mr. Saini agreed to keep the chain link fence if that is what staff and the commissioners would prefer Chairman Lai asked that Mr. Saini and Mr. Miller come into City Hall to further discuss these issues with Director Johnson. 0 0 Public hearing was opened to those who wished to OPPOSE the application: None. CONDITIONAL USE PERMIT 81 -241 (MODIFICATION) 1255 San Gabriel Boulevard Richard Abe, DBA Evergreen Baptist Church of Los Angeles, has submitted an application for the operation of an after school tutoring center at an existing religious facility, located at 1255 San Gabriel Boulevard in the PD (Planned Development) zone. Presentation: Assistant Planner Villasenor Staff recommendation: APPROVE —for a period of one (1) year, subject to the conditions listed in "Exhibit A." Applicant(s): In the audience. Chairman Loi opened the public hearing to those IN FAVOR of this application: Ms. Richard Abe, the architect for the project approached the podium to answer any questions the commissioners and staff may have about the project and to introduce one of the Pastors of the church Pastor Johnathan Wu. Neither staff nor commissioners had any questions for Mr. Abe. Public hearing was opened to those who wished to OPPOSE the application: None. CONDITIONAL USE PERMIT 87 -388 (MODIFICATION)- 2657 Delta Avenue Angel Marquez of the City of Monterey Park, has submitted an application for the construction of a water treatment facility at an existing water well and plant operations facility, located at 2657 Delta Avenue in the R -2 (Light Multi Family Residential) zone. Recommendation: Approve Subject to Conditions.
