PC - Minutes - 03-17-030 9 PLANNING COMMISSION REGULAR MEETING MINUTES March 17, 2003 CALL TO ORDER: The regular meeting of the City of Rosemead Planning Commission was called to order by Chairman Loi at 7:00 p.m. in the council chambers of the Rosemead City Hall at 8838 East Valley Boulevard, Rosemead Commissioner Ortiz led the Pledge of Allegiance. Commissioner Alarcon delivered the invocation. ROLL CALL: PRESENT: Chairman Loi, Vice -Chair Herrera, Commissioners Alarcon, Breen, and Ortiz ABSENT: None EX OFFICIO: Price, Johnson, Villasenor, Duong, and Valenzuela 1. APPROVAL OF MINUTES Minutes of March 17, 2003. (MO) Motion by Commissioner Breen, seconded by Commissioner Alare6n, that the minutes of the City of Rosemead Regular Planning Commission Meeting of March 3, 2003, be APPROVED as submitted. Vote results: YES: LOI, HERRERA, ALARC6N, ORTIZ, BREEN NO: NONE ABSTAIN: NONE ABSENT: NONE Chairman Loi declared said motion duly carried and so ordered. 2. EXPLANATION OF HEARING PROCEDURES AND APPEAL RIGHTS Deputy City Attorney Stan Price explained the public hearing process and the right to appeal Planning Commission decisions to the City Council. 3. ADMINISTRATION OF OATH The planning secretary administered the oath to members of the audience wishing to speak before the Planning Commission. 4. PUBLIC HEARING A. TENTATIVE PARCEL MAP 26748 - 3044 Isabel Avenue Hank Jong has submitted an application to subdivide one existing lot into two parcels and construct one new single - family dwelling behind an existing single- family dwelling located at 3044 Isabel Avenue in the R -2 (Light Multi Family Residential) zone. Recommendation: Approve Subject to Conditions. Presentation: Assistant Planner Duong Staff recommendation: APPROVE —for a period of two (2) years, subject to the conditions listed in "Exhibit A." Applicant(s): In the audience: . 0 Chairman Lai opened the public hearing to those IN FAVOR of this application: Mr. Scott Chang the civil engineer for the project approached the podium to answer any questions the commissioners and staff may have about the project. Neither staff nor commissioners had any questions for Mr. Chang. Public hearing was opened to those who wished to OPPOSE the application. None. They're being no one further wishing to address the commission; Chairman Loi closed the public hearing segment for this project (MO) Motion by Commissioner Alarcon, seconded by Commissioner Ortiz, to APPROVE Conditional Use Permit 03- 914;Tentative Tract Map 53650 for a period of two (2) years, subject to the conditions listed in "Exhibit A." Vote results: YES: LOI, HERRERA, ALARCON, BREEN, ORTIZ NO: NONE ABSTAIN: NONE ABSENT: NONE Chairman Loi declared said motion duly carried and so ordered. B. DESIGN REVIEW 03- 103 -9349 Ramona Boulevard Weili Chang has submitted an application for the construction of a 7 -unit attached multi - family residential development, located at 9349 Ramona Boulevard in the PO -D (Professional Office of Design Overlay) zone. Recommendation: Approve Subject to Conditions. Presentation: Assistant Planner Villasenor Staff recommendation: APPROVE —for a period of one (1) year, subject to the conditions listed in "Exhibit A." DESIGN RE Vrej Minasian, DBA Competition Paint and Auto Body, has submitted an application for the reconstruction of an existing automotive body and paint operation with less than the required 200 feet distance from a residential zone, located at 9358 East Valley Boulevard in the C -31) (Medium Commercial with a Design Overlay) zone. Recommendation: Approve Subject to Conditions. Presentation: Assistant Planner Duong Staff recommendation: APPROVE —for a period of one (1) year, subject to the conditions listed in "Exhibit A." PC RESOLUTION 03 -12 —A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, APPROVING CONDITIONAL USE PERMIT 03 -913 FOR THE CONSTRUCTION OF A WATER TREATMENT FACILITY AT AN EXISTING WATER PRODUCTION AND STORAGE FACILITY, TO BE LOCATED AT 3350 WALNUT GROVE AVENUE IN THE R -2 (LIGHT MULTI FAMILY RESIDENTIAL) ZONE.
