March 3, 2003
CALL TO ORDER: The regular meeting of the City of Rosemead Planning Commission was called to order
by Chairman Loi at 7:00 p.m. in the council chambers of the Rosemead City Hall at 8838 East Valley
Boulevard, Rosemead.
Vice -Chair Herrera led the Pledge of Allegiance.
Commissioner Ortiz delivered the invocation.

1. APPROVAL OF MINUTES Minutes of February 18, 2003.
(MO) Motion by Chairman Loi, seconded by Vice -Chair Herrera, that the minutes of the City of
Rosemead Regular Planning Commission Meeting of February 18, 2003, be DEFFERED to
the next planning commission meeting.

ABSTAIN: NONE

Chairman Loi declared said motion duly carried and so ordered.
2. EXPLANATION OF HEARING PROCEDURES AND APPEAL RIGHTS
Deputy City Attorney Stan Price explained the public hearing process and the right to appeal
Planning Commission decisions to the City Council.
3. ADMINISTRATION OF OATH
The planning secretary administered the oath to members of the audience wishing to speak before the
Planning Commission.
4. PUBLIC HEARING
A. TENTATIVE PARCELMAP 26748 3304 Isabel Avenue
Chairman Loi declared item is to be continued to March 17, 2003, Planning Commission
Meeting
B. CONDITIONAL USE PERMIT 03- 913 -3350 Walnut Grove Avenue
Frank Loguidice, representing San Gabriel Valley Water Company, has submitted an
application for the construction of a water treatment facility at an existing water production and
storage facility, located at 3350 Walnut Grove Avenue in the R -2 (Light Multi Family
Residential) zone.

Chairman Loi opened the public hearing to those IN FAVOR of this application:
The applicant, Mr. Dan Arrighi -Water Resources Manager of San Gabriel Water
Company, 11142 Garvey, El Monte, approached the podium to announce his presence
and to address any commission questions. Mr. Arrighi agreed to all conditions except
the building of a fifteen -foot block wall. The San Gabriel Water Company would like
to use landscaping to shield the vessels instead of a block wall.
Public hearing was opened to those who wished to OPPOSE the application:
None.
Questions from the commission to the staff:
Chairman Loi asked Planning Director Johnson his opinion on Mr. Arrighi's proposal on
omitting the block wall and installing landscaping instead. Planning Director Johnson
recommended that the fifteen -foot block wall be built instead of landscaping.
Commissioner Ortiz requested minutes be taken verbatum for the next Panning Commission
meeting if the San Gabriel Valley Water Company appeals the Planning Commission s
decision.
There being no one further wishing to address the commission, Chairman Loi closed the
public hearing segment for this project.
(MO) Motion by Commissioner Ortiz, seconded by Commissioner Herrera, to APPROVE
Conditional Use Permit 03 -913 for a period of six months, subject to the conditions
listed in "Exhibit A."

THE CITY OF ROSEMEAD, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA,
APPROVING CONDITIONAL USE PERMIT 03 -912 FOR CONSTUCTION OF A NEW
SINGLE- FAMILY DWELLING WITH A LIVING AREA OVER 2,500 SQUARE FEET
LOCATED AT 3856 WALNUT GROVE AVENUE IN THE R -1 (SINGLE FAMILY
RESIDENTIAL) ZONE.
Chairman Loi presented the resolution by title only.

reading and adopt said resolution.
