PC - Minutes - 02-18-030 PLANNING COMMISSION REGULAR MEETING MINUTES February 18, 2003 CALL TO ORDER: The regular meeting of the City of Rosemead Planning Commission was called to order by Chairman Loi at 7:00 p.m. in the council chambers of the Rosemead City Hall at 8838 East Valley Boulevard, Rosemead. Commissioner Breen led the Pledge of Allegiance. Commissioner Herrera delivered the invocation. ROLL CALL: PRESENT: Chairman Loi, Vice -Chair Herrera, Commissioners Alarc6n, Breen, and Ortiz ABSENT: None EX OFFICIO: Price, Johnson, Villasenor, Duong, and Valenzuela 1. APPROVAL OF MINUTES Minutes of February 3, 2003. (MO) Motion by Chairman Loi, seconded by Commissioner Alare6n, that the minutes of the City of Rosemead Regular Planning Commission Meeting of February 18, 2003, be APPROVED as submitted. Vote results: YES: LOI, HERRERA, ALARC6N, ORTIZ, BREEN NO: NONE ABSTAIN: NONE ABSENT: NONE Chairman Loi declared said motion duly carried and so ordered. 2. EXPLANATION OF HEARING PROCEDURES AND APPEAL RIGHTS Deputy City Attorney Stan Price explained the public hearing process and the right to appeal Planning Commission decisions to the City Council. 3. ADMINISTRATION OF OATH The planning secretary administered the oath to members of the audience wishing to speak before the Planning Commission. 4. Recommendation: Approve Subject to Conditions. Chairman Loi opened the public !rearing to Chose IN FAVOR of this application: Mr. Jerry Woods a Rosemead resident who lives next to the proposed project wished to speak.in favor of the application. He believes the development of this project will improve the neighborhood. Mr. Woods also addressed his concerns to the Planning Commission about making sure the property owner and developer install a continuous block wall, and maintenance of the driveway area. The applicant Lap Nguyen approached the podium to address any questions or concerns from the Planning Commission. .John Whitmy a housing advocate spoke in favor of the project. Mr. Whitmy addressed the Planning Commission to encourage their consideration of the proposed project. Public hearing ryas opened to those ivho wished to OPPOSE the application: None. They're being no one further ivishing to address the commission; Chairman Loi closed thepublic hearing segment for this project (MO) Motion by Commissioner Alarcon, seconded by Commissioner Ortiz, to APPROVE Conditional Use Permit 03 -914; Tentative Tract Map 53650 for a period of two (2) years, subject to the conditions listed in "Exhibit A." Vote results: YES: LOI, HERRERA, ALARCON, BREEN, ORTIZ NO: NONE ABSTAIN: NONE ABSENT: NONE Chairman Loi declared said motion dryly carried and so ordered. B. CONDITIONAL USE PERMIT 03- 911 -8752 East Valley Boulevard Tarlochan Singh Pabla, DBA Chameli Cuisine of India, has submitted an application for the transfer of an on -sale beer and wine (Type 41) ABC license in conjunction with an eating establishment located at 8752 Valley Boulevard in the C -31) (Medium Commercial with a Design Overlay) zone. Recommendation: Approve Subject to Conditions. Presentation: Assistant Planner Duong Staff recommendation: APPROVE —for a period of one (1) year, subject to the conditions listed in "Exhibit A." Applicant(s): In the audience. Chairman Loi opened the public hearing to those IN FAVOR of this application: The property oivner of 8736 to 8748 Valley spoke in favor of the application, but expressed some concern about the parking situation. Chairman Loi asked the property oivner of 8736 to 8748 Valley to install no parking signs; the property owner agreed to install parking sings that say tenant parking only. C� 0 San Geev spoke in favor of the application; he has ]eased property next to 8752 Valley Blvd. from the property owner of 8752 Valley Hari Alipuria. Mr. Geev spoke on behalf of Mr. Pabla. Commissioner Alarcon asked Mr. Geev if he was aware of the parking situation; Mr. Geev agreed to install parking signs inside of the restaurant to remind hi customers to not park in the shopping center, on the west side of the property. (MO) Motion by Commissioner Ortiz, seconded by Vice -Chair Herrera Ortiz, to APPROVE Conditional Use Permit 03-911 for a period of one (1) year, subject to the conditions listed in "Exhibit A." CONDITIONAL USE PERMIT 03 -912 - 3856 - 3856 Walnut Grove Avenue Hazur Singh Saini has submitted an application for the construction of a new single - family dwelling with a living area over 2,500 square feet located at 3856 Walnut Grove Avenue in the R-1 (Single Family Residential) zone. Presentation: Assistant Planner Duong Staff recommendation: APPROVE —for a period of one (1) year, subject to the conditions listed in "Exhibit A." Applicant(s): In the audience. Questions fi•orn the commission to the staff: Commissioner Ortiz inquired about the 10 foot driveway being too narrow, and possibly dangerous because emergency vehicles may have a difficult time getting into the property, Assistant Planner Ditong and Director Johnson said that a ten foot driveway meets the minimum code requirement, but agreed that the driveway is extremely narrow. Chairman Loi opened the public hearing to those IN FAVOR of this application: Mannnojan Vhauu•a represented and translated on behalf of Hazur Singh Saini. Chairman Lai asked Mr. Saini through translation from Mr. Vhamra if he would be willing to widen his driveway to twelve feet. Mr. Saini agreed after the Planning Commission revised the conditions to widening the driveway to twelve feet. Ken Miller, property owner next to 3856 Walnut Grove addressed the Planning Commission with concerns about the block wall that is to be installed, Mr. Miller was primarily concerned with the block wall ruining his landscaping and trees on his property.
