PC - 2003-60 - Approving Design Review 03-109 Facade Renovation and Landscape Improvements Rosemead Place Shopping Center 3506-3684 Rosemead BoulevardPC RESOLUTION 03 -60 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA APPROVING DESIGN REVIEW 03 -109 FOR A FAQADE RENOVATION AND LANDSCAPE IMPROVEMENTS AT ROSEMEAD PLACE SHOPPING CENTER LOCATED AT 3506 -3684 ROSEMEAD BOULEVARD IN THE C- 31): MEDIUM COMMERCIAL WITH A DESIGN OVERLAY ZONE. (APN: 8594- 023 -045). WHEREAS, on September 24, 2003, Hany Malak, of McKently & Associates at 234 E. Colorado Ave., Suite 725, Pasadena, CA 91101, filed an application for a design review for a facade renovation and landscape improvements at 3506 -3684 Rosemead Blvd. in the C -31): medium commercial with a design overlay zone. WHEREAS, 3506 -3684 Rosemead Boulevard is located in the C -31); Medium Commercial with a Design Overlay zone, and WHEREAS, Section 17.72.030 of the Rosemead Municipal Code (RMC) states that design review procedures shall be followed for all improvements involving visible changes in form, texture, color, exterior, facade or landscaping. Section 17.72.030 sets the criteria required for granting such a design review permit. These criteria require that the proposed use is deemed: • Proper consideration to the general neighborhood; • That the project site and surrounding properties are protected from adverse effects to the environment, and in proper screening to the surrounding area; • The proposed development in its exterior design and appearance cause the nature of the local environment to materially depreciate in appearance and value; • The design is in harmony with the immediate and general area; • In conformity with the standards of this code and other applicable ordinance relative to the location and appearance of the proposed development; and • Proper consideration to functional aspects of site development and visual effects from public streets. WHEREAS, Section 17.72.030 of the Rosemead Municipal Code specifies the criteria by which the aforementioned permit may be granted; and WHEREAS, on October 8, 2003, 89 notices were sent to property owners within a 300 -foot radius from the subject property, in addition to notices posted in 12 public locations, specifying the availability of the application, plus the date, time and location of the public hearing for Design Review 03 -109; and WHEREAS, on October 20, 2003, the Planning Commission held a duly noticed and advertised public hearing to receive oral and written testimony relative to Design Review 03 -109; and WHEREAS, the Rosemead Planning Commission has sufficiently considered all testimony presented to them in order to make the following determination. NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of Rosemead as follows: SECTION 1 . The Planning Commission HEREBY DETERMINES that Design Review 03- 109 is Categorically Exempt from environmental review as a Class 2 Exemption pursuant to Section 15302 of the California Environmental Quality Act (CEQA). 0 0 SECTION 2 . The Planning Commission HEREBY FINDS AND DETERMINES that facts do exist to justify approving Design Review 03 -109 according to the Criteria of Chapter 17.72.030 of the Rosemead Municipal Code as follows: A. The plans indicate proper consideration for the relationship between the proposed development and the general neighborhood; FINDING: Surrounding uses on Rosemead Boulevard and Hart Avenue are commercial businesses. The proposed development will vastly improve the visual appearance of this multitenant shopping center along Rosemead Boulevard. B. The plan for the proposed building indicates the manner in which properties are protected against factors which may have an adverse effect on the environment; FINDING: Conditions of approval have been incorporated to eliminate any adverse effects on the environment as a result of the proposed project. Factors such as noise, construction hours, screening of mechanical equipment, and the overall maintenance of the property have been addressed in the conditions. C. The proposed development, in its exterior design and appearance, will not cause the nature of the local environment to materially depreciate in appearance and value; FINDING: The proposed use is consistent with surrounding uses and staff has worked with the project architect in the design of the building to ensure an aesthetically attractive project. D. The proposed project is in harmony with land uses in the immediate and general area; FINDING: The proposed use is commercial. Surrounding land uses are commercial in nature. The development is proposed on one of the City's busiest major arterials and the city's largest shopping center. E. The proposed development is in conformity with the standards of this code and other applicable ordinances in so far as the location and appearance of the buildings and structures are involved; FINDING: The proposed project will update an existing shopping center. The proposed project is in conformity with the land use designation of the General Plan and meets all development standards outlined in the Rosemead zoning ordinance. F. The site plan and design of the proposed project indicates that proper consideration has been given to both the functional aspects of the site development and the visual effect of the development from the view of public streets. FINDING: The proposed project meets all the requirements of the C -3 (Medium Commercial) zone including parking, building height, and landscape requirements. Modem architectural details and treatments have been added to the exterior facades including new roof cornices, tower elements, trellises, canopies and new landscaping. A new color scheme of light tans and browns will also add new depth and variety to the center. SECTION 3 . The Planning Commission HEREBY APPROVES Design Review 03 -109 for the fagade renovation and landscape improvements at Rosemead Place Shopping Center located at 3506 -3684 Rosemead Boulevard, subject to conditions listed in Exhibit "A" attached hereto and incorporated herein by reference. SECTION 4 . This resolution is the result of an action taken by the Planning Commission on October 20, 2003, by the following vote: YES: LOI, BREEN, KELTY, HERRERA, LOPEZ NO: NONE ABSENT: NONE ABSTAIN: NONE 0 SECTION 5 . The secretary shall certify to the adoption of this resolution and shall transmit copies of same to the applicant and the Rosemead City Clerk.
