ROSEMEAD TRAFFIC COMMISSION
May 17, 2012
The regular meeting of the Rosemead Traffic Commission was called to order by Chair Hall
at 7:05 p.m. in the Council Chamber, 8838 E. Valley Boulevard, Rosemead, California.

PRESENT: Chair Hall, Vice Chair Wong, Masuda, Quintanilla, and Commissioner Russell -
Chavez (7:12 p.m.).
ABSENT: None
STAFF PRESENT: Public Works Director Marcarello, Management Analyst Sullivan,
Consultant Mr. Suetsugu and Admin. Assistant Llamas
1. PUBLIC COMMENT FROM THE AUDIENCE
Brian Lewin, resident of Rosemead and Community Liaison Council for Metro, invited the
Traffic Commissioners to the SR -710 study Open Houses that will be coming up in the
following weeks.
2. CONSENT CALENDAR
A. Approval of the April 12, 2012 Minutes
After a minor correction, Commissioner Quintanilla motioned, seconded by Commissioner
Masuda to approve the Consent Calendar. Votes resulted in:
Yes: Quintanilla, Masuda, Wong, and Hall
No: None
Abstain: None
Absent: Russell- Chavez
3. NEW BUSINESS
A. HIGHWAY SAFETY IMPROVEMENT PROGRAM FUNDING- INTERSECTION OF
VALLEY BOULEVARD AND MISSION DRIVE
Staff provided the Traffic Commission with a brief overview of the grant program, the
proposed project location, and improvement options.
Commissioner Masuda indicated his support for the recommended improvements at this
intersection.

Commissioner Russell- Chavez commented that additional road improvements may help the
intersection. She indicated that she is interested in seeing the possible improvements that
could be made at this location.
Staff provided the Traffic Commissioners with a brief overview of the layout along the
intersection.
Chair Hall asked staff to also consider any potential impacts on the fire department and the
adjacent station.
Commissioner Quintanilla asked for further clarification on the recommendations.
Brian Lewin, resident of Rosemead congratulated Commissioner Masuda on his
reappointment and thanked Vice Chair Wong for his service to the City. Mr. Lewin also
suggested that further analysis be conducted regarding potential traffic signal relocation
and lane realignment.
Staff informed the Traffic Commissioners and Mr. Lewin that the lane realignment is
currently part of the proposed plans.
4. OLD BUSINESS
B. REQUEST TO REVIEW TRAFFIC CONDITIONS ALONG HELLMAN AVENUE AT
DEL MAR AVENUE
Staff provided the Traffic Commission with a brief description of the location, resident
concerns, and improvement recommendations.
Commissioner Quintanilla asked for further information from staff regarding resident
complaints in the area.
Commissioner Masuda agreed with the recommended action to not pursue modifications at
this time and further evaluate the location in a couple of months. He asked that the study
and evaluation be conducted again to determine if conditions have changed and if any
further improvements are needed.
Vice Chair Wong informed staff that additional red curbing at the location may lead to cars
using the gas station parking lot as a shortcut, potentially creating an unsafe condition for
pedestrians.
Commissioner Quintanilla suggested that a limited parking restriction be evaluated to focus
only on certain problem time periods. He added that a limited duration restriction may help
ensure available parking for nearby residential properties.
5. STAFF REPORT
Staff provided the Traffic Commissioners with an update on current and future projects
throughout the City. Staff also included a copy of the green sheet.

6. COMMISSION REPORT
Vice Chair Wong asked if there were any updates regarding the reopening of the Paramount
Bridge. Staff provided a brief update.
Commissioner Russell- Chavez asked staff if they knew the reason why the street across
from the San Gabriel Blvd Post Office has parking restrictions. Staff will evaluate the
location and report back to the Commission.
Commissioner Quintanilla inquired about a property on Olney St. and Rio Hondo and why
there is a gap in sidewalk. Staff provided a brief update.
Commissioner Masuda complimented staff and the contractor on the Sidewalk Project in for
their efficient and quality work. Mr. Masuda also asked that staff suggest to the property
owner of the shopping center across the street from City Hall that directional arrows be
added on the pavement. This should help cars that use the drive -thru mailboxes better
understand which direction to turn when exiting the property.
Chair Hall asked staff if stop signs will be installed in the parking lot between Ivar and
Muscatel Ave. She indicated that cars are starting to use the parking lot as a short cut from
Ivar to Musacatel.
7. ADJOURNMENT
The meeting adjourned at 8:04 p.m. The next Traffic Commission meeting is scheduled for
June 12, 2012 at 7:OOp.m., and will take place at the Rosemead City Hall, City Council
Chamber, located at 8838 East Valley Boulevard.
