CC - 2012-48 - Approving the Application to the Los Angeles County Regional Park and Open Space District for First Supervisorial DistrictRESOLUTION NO. 2012-48 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, APPRROVING THE APPLICATION TO THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT FOR FIRST SUPERVISORIAL DISTRICT EXCESS FUNDS FOR TREE PLANTING IN PARKS AND RIGHT OF WAY WHEREAS, the people of the County of Los Angeles on November 3, 1992, and on November 5, 1996 enacted Los Angeles County Proposition A, Safe Neighborhood Parks, Gang Prevention, Tree Planting, Senior and Youth Recreation, Beach and Wildlife Protection (the Propositions), which among other uses, provides funds to public agencies and nonprofit organizations in the County for the purpose of acquiring and/or developing facilities and open spaces for public recreation; and WHEREAS, the Propositions also created the Los Angeles County Regional Park and Open Space District (the District) to administer said funds; and WHEREAS, the District has set forth necessary procedures governing application for grant funds under the Propositions, and WHEREAS, the District's procedures require the City of Rosemead to certify, by resolution, the approval of the application before submission of said application to the District; and WHEREAS, said application contains assurances that the City of Rosemead must comply with; and WHEREAS, the City of Rosemead will enter into an Agreement with the District to provide funds for acquisition and development projects. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES HEREBY: 1. Approve the filing of an application with the Los Angeles County Regional Park and Open Spaces District for First Supervisorial District Excess Funds for the above project, and 2. Certify that the City of Rosemead understands the assurances and certification in the application form; and 3. Certify that the City of Rosemead has, or will have, sufficient funds to operate and maintain the project in perpetuity; and 4. Appoint the Director of Public Works, or his designee, to conduct all negotiations, and to execute and submit all documents including, but not limited to, applications, agreements, amendments, payment requests and so forth, which may be necessary for the completion of the aforementioned project. Such funds will also be directed to San Gabriel Valley communities that suffered significant damage as a result of the heavy windstorms that hit the area in late 2011. A total of $1.8 million is available to 1st District cities, with a cap of $100,000 per grant application. It is anticipated that two applications will be prepared, including one to help recuperate losses related to tree damages incurred during the 2011 windstorm and another to plant new trees in public areas, including the proposed Jay Imperial Park site. Staff Recommendation It is recommended that the City Council approve Resolution No. 2012 -48 approving the application for available grant funds through the County Regional Park/Open Space District. ANALYSIS Through the County's Regional Park/Open Space District, funds have been made available to assist with tree planting projects. A focus of this grant program is to assist San Gabriel Valley communities that suffered significant losses during the windstorm events in late 2011. A total of $1.8 million is available in the 1 st District alone, with a cap of $100,000 per grant application. Two possible projects have been identified for this grant opportunity. Response to the windstorms of late 2011 incurred costs in excess of $100,000. These costs include labor response from City staff and contractors, lost trees, and related supplies and irrigation components. Unfortunately, reimbursement monies were not made available by the State and these costs were absorbed by the City. Potentially, these grant monies could be used to help offset some of the costs associated with replanting trees, removing damaged materials, and installing related tree materials. ITEM NO. City Council Meeting August 14, 2012 Page 2 of 2 In addition, the City was recently awarded "Tree City USA" designation and continues to be an active steward of urban forestry programs. Included in this effort is an active annual tree planting and maintenance program. Several sites have been identified at existing City parks and right -of -way areas as well as proposed park sites, including the proposed Jay Imperial Park adjacent to San Gabriel Blvd, south of Garvey Avenue. This grant opportunity from the County of Los Angeles will allow the City the opportunity to pursue both of these tree planting projects. LEGAL REVIEW The attached resolution has been reviewed and approved by the City Attorney. FINANCIAL IMPACT There is no financial impact associated with these grant applications.
