CALL TO ORDER - 8:00 p.m.
A Regular Meeting of the Rosemead City Council was held in the Council Chambers of
the Rosemead City Hall, 8838 E. Valley Blvd., Rosemead, California and called to
order by Mayor Paul Taylor.
The Pledge of Allegiance was led by Councilman Arnold Andersen
The Invocation was delivered by Reverend Bob Andersen.

It was moved by Councilman Andersen, second by Mayor pro tem Trujillo to approve
the minutes of February 10, 1976 as amended. (Page one - Zone Change 75-75 - Area lb)

A. GENERAL PLAN AMENDMENT - LAND USE ELEMENT
City Clerk Davenport stated that the meeting had been noticed pursuant to law..
Planning Director Sonju presented the factual data and Planning Commission Resolution
No. 76-1 recommending approval of changes to the Land Use Element of the Rosemead
General Plan.
RECOMMENDATION: If the Council concurs in the recommendation of the Planning
Commission it is recommended that the City Council direct the City Attorney to
prepare a resolution for adoption by the City Council reflecting the Recommendation
on the Land Use Element of the Planning Commission.
Mayor Taylor requested anyone wishing to address the Council to please stand and be
sworn.
City Clerk Davenport administered the oath.

Attorney Dilkes will respond in writing to Ms. Bennett.

Traffic Engineer Envall presented a Crossing Guard Study dated February 20, 1976...
Mayor Taylor requested anyone wishing to address the Council to please stand and be
sworn.
City clerk Davenport administered the Oath..
The Hearing was opened at 8:40 p.m.

Council Discussion Followed with determination of approximately $3,000 per year cost
for a crossing guard.
Traffic Engineer Envall read the following recommendations:
1) Provide a signal mock-up of a functioning model of a traffic signal with all
vehicular and pedestrian indications for class instruction as to function and
proper use of traffic signals.
2) Place an additional "SCHOOL" sign on the south side of Marshall Street west of
Walnut Grove Avenue for east bound traffic (Traffic Commission Recommendation).;
3) Suggest school participation in a safety bulletin indicating the proper use of
walk- don't walk pedestrian indication, in English and in Spanish (Traffic
Commission Recommendation).
4) Place additional school crosswalks across muscatel Avenue at the south line
of Marshall Street and across Marshall Street at the east and west lines of
Muscatel Avenue (Traffic Commission Recommendation).
It was moved by Mayor pro tem Trujillo, second by Councilman Cichy to approve the
foregoing recommendations and to authorize the hire of a Crossing Guard at the .
intersection of Walnut Grove and Marshall.

The request for a street name change dated 1/22/76 and the letter from the City Manager
to residents on Ramona were presented.
City Clerk Davenport stated that a letter from Mr. Juan Garcia of 8603 Ramona Blvd.
was received.
Mayor Taylor requested anyone wishing to address the council to please stand and be
sworn.
City Clerk Davenport administered the oath.

AN ORDINANCE OF THE CITY OF ROSEMEAD, CALIFORNIA AMENDING THE MUNICIPAL CODE
REQUIREMENTS FOR NOTICE OF PUBLIC MEETINGS.
It was moved by Councilman G. Taylor, second by Councilman Cichy to waive further
reading and Introduce Ordinance 412.

Councilman G. Taylor asked if consideration had been extended to those who petitioned
against sidewalks?
City Manager Tripepi advised that this project will be for Curbs, Gutters, and Street
Reconstruction...
It was moved by Councilman G. Taylor, second by Mayor pro tem Trujillo to approve
the recommendation to obtain bids with H.M. Scott as Engineers..

Mayor pro tem Trujillo expressed concern that persons who petitioned the Council
regarding the subject Truck Route should be notified of this proposed action.
There were no objections to deferrment of this item and staff was instructed to
contact those persons who attended the Traffic Commission Meeting regarding this
Truck Route - advising them of the recommendation to council.
CC-9D. MUSCATEL 6 FERN - RED CURB
Clarification of recommended action was requested by Councilman G. Taylor
It was moved by Mayor pro tem Trujillo, second by Councilman Cichy to approve the
Traffic Commission Recommendation.

3. REPORT ON EXISTING FEES/CITY'S CONCESSION STANDS AND CONSIDERATION OF ALTERATION OF FEP$.
Mr. Ed Reyes, 9231 N. Rosemead, Rosemead - President of the Rosemead Youth Association"'-
presented the letter of request from the Association for elimination or reduction of
the fee it pays to the City for use of the Rosemead Snack Bar.
City Manager Tripepi presented the memo from the Director of Recreation 6 Parks dated
February 20, 1976 showing cost Analysis of three youth groups in Rosemead who use the .
City facilities.
Mr. Juan Nunez, 2704 Del Mar Ave., Rosemead addressed the Council regarding available
funds.
It was moved by Councilman G. Taylor, second by Councilman Cichy to waive fees for
youth organizations using the City Concession Stand Facilities.

City Manager Tripepi advised the Council that tax information has been requested
regarding the Hollywood-Burbank Airport and will be placed on the next agenda..

Mayor pro tem Trujillo:.
1) Asked about notice for the Assistant City Manager's Position
2) Advised the Council of the SCAG Spring General Assembly Meeting to be held in
Costa Mesa..There were no objections to her attendance. .
City Treasurer Foutz:
1) Requested consideration of purchase of an antique chest for the Heritage House.
To be considered as an agenda item...
C. ORAL COMMUNICATIONS FROM THE AUDIENCE:
1) Mr. Dick Stirens, 6702 E. Valley Blvd., Rosemead (business) addressed the Council
urging study of the Traffic Ordinance (see item 4) and requesting a moratorium
on citations for truck parking.
Councilman Cichy requested a memo from the City Attorney to the City Manager on the
issue of enforcement of present provisions of the code.
2) Mr. Lou Smaldino, 7623 E. Garvey Ave., Rosemead addressed the Council regarding
the request by Alpha Beta Markets for a liquor license.
There being no further business to come before the council..
It was moved by Councilman Andersen, second by Councilman G. Taylor to adjourn in
memory of Finance Director Fleischman's Mother who passed away recently and City
Employee Alex Villa who was killed recently in a motorcycle accident.
