Vote resulted in: Clark, Low, Ly 2. PUBLIC COMMENTS FROM THE AUDIENCE Vella Navarro — expressed concern with the traffic near Bartlett Avenue and Marshall Avenue. Mrs. Navarro told Council of a previous traffic accident that had occurred on that intersection and asked if the City Council would be taking action in installing red flashing lights or other means to slow down traffic. Public Works Director Marcarello explained that there are two locations on Angelus and Graves were delineators would be replaced; staff is working with school officials and continue to progress on some signage and stripping improvements. Mr. Marcarello stated that the City has received Safe Routes to School funding to improve those areas. Jo seph Wong — Plaque of Appreciation City Council presented a plaque of appreciation to Mr. Wong for his service as a Traffic Commissioner from 2010 to 2012. Council Member Ly thanked Mr. Wong for his service and encouraged him to reapply in the future. Ms. Armenta also introduced and thanked Marie Tran from Bank of the West for supporting the program and providing a savings bond to the Rosemead Queen. • Don Bosco Technical Institute Student Recognition City Council presented an award of recognition to students from Don Bosco Technical for volunteering for the City of Rosemead Tiny Tots and Tutoring program. r Director of Parks and Recreation Montgomery-Scott explained he was c 1 row by Miguel Flores to engage Don Bosco's 9ih graders in the community. Peter Romero from Don Bosco Tech Audio Visual Department creat a safety video for the City. Council Member Ly stated the video was great and asked that the Traffic Commission also view the video. MayorArmenta stated it was an excellent video. She reiterated that there is a lot of concern with traffic flow in schools. As a teacher she has seen many near collisions because people are not observing their speed limits. People that drive around schools need to slow down and be careful how they drive. City Council presented certificates in recognition of contribution towards the production of the pedestrian's safety video to Nathan Morales, Roderick Grohl, Pablo De La Jolla, and Peter Romero. John Oshima — President of GRC Associates, stated that they have been preparing the Housing Element for the City as mandated by the State to be revised every five years. The purpose of the Housing Element Rosemead Housing Development Corporation and City Council Joint Meeting Minutes of May 22, 2012 Page 4 of 10 update is to identify the needs, city resources of existing programs, and identify land available to accommodate growth. Mr. Oshima explained that it was important to have an updated and certified Housing Element Plan to get access to grants, such as the Home Funds and Parks and Recreation Funds. DirectodCouncil Member Clark stated that the law requires a density bonus of 35 percent of affordable housing and asked if the City was already providing the 35 percent. Community Development Director Ramirez replied that the City was already off ering the 35 percent affordable housing; however it was not written on the City's zoning code.
