CC - Item 5B - Rosemead Municipal Code Section 17.104.080 - English Language Use on On-Premise SignsROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER DATE: SEPTEMBER 25, 2012 SUBJECT: ROSEMEAD MUNICIPAL CODE SECTION 17.104.080 - ENGLISH LANGUAGE USE ON ON- PREMISE SIGNS SUMMARY At the City Council Meeting of September 11, 2012, Council Member Steven Ly requested that Rosemead Municipal Code Section 17.104.080 — "English language use on on- premise signs" be brought before the City Council for discussion. Background On July 24, 1990, the City Council found that quick identification of a building was in the best interest of public health, safety, and welfare for its residents and public safety personnel. As a result, Ordinance No. 665 (attached as Exhibit "A ") amended Rosemead Municipal Code relating to on- premise signs to read as follows: Identification of Business Activity On On- Premise Signs 1. All commercial, industrial and professional office on- premise signs shall identify the type of business (e.g. "restaurant," "market') in the English language. 2. All commercial, industrial and professional office locations shall have required street numbers in Arabic numerals. 3. The signage required in subsections 1 and 2 of this section shall be no less than four inches (4 ") in height and shall be visible from the street for a distance of at least fifty (50) feet. Ramirez Community Development Director Exhibit A — Ordinance No. 665 ITEM NO. 5_ Pz_ ORDINANCE NO. 665 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD AMENDING SECTION 9906A OF THE ROSEMEAD MUNICIPAL CODE RELATING TO ON- PREMISE SIGNS THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES HEREBY ORDAIN AS FOLLOWS: Section 1 . The City Council finds, determines and declares: (a) The public health, safety and welfare require that all commercial, industrial and professional office locations in the City be easily identifiable to residents and to public safety personnel as to both street address and activity conducted therein. Section.2 Section 9906AOf the Rosemead Municipal Code is hereby amended to read as follows: 9906A. IDENTIFICATION OF BUSINESS ACTIVITY ON ON- PREMISE SIGNS 1. All commercial, industrial and professional office on- premise signs shall identify the type of business (e.g. "restaurant," market ") in the English language. 2.
