SUBJECT: SAFE ROUTES TO SCHOOL PROJECT— RESOLUTION NO. 2012- 55
AUTHORIZING CITY STAFF TO EXECUTE AN AGREEMENT WITH THE
STATE OF CALIFORNIA FOR THE REIMBURSEMENT OF FUNDS
SUMMARY
As part of the City's Fiscal Year 2011 -12 Capital Improvement Program, the City Council
approved a project titled, "Safe Routes to School Program ". The program involves traffic
safety and traffic calming enhancements at six (6) local schools: Emerson Elementary,
Garvey Intermediate, Willard Elementary, Bitely Elementary, Sanchez Elementary, and
Temple Intermediate. The bulk of this project is funded through the State of California
Safe Routes to School Program, with a total approved grant of $450,000.
The project was approved by the City Council on June 26, 2012 and work is currently
underway. Improvements include the installation of new safety traffic striping, traffic
signage, speed feedback signs, curb bulb- outs,,in- pavement crossing lightings, and traffic
signal modifications. Recently, the State of !California Department of Transportation
(Caltrans) informed the City that a supplement agreement must be approved prior to
receiving grant reimbursements.
Staff Recommendation
It is recommended that the City Council approve Resolution No. 2012 -55 authorizing the
City Manager, or his designee, to execute an agreement with the State of California,
Program Supplement Agreement No. OJ22 to Administering Agency -State Master
Agreement for State Funded Projects No. 00332S, for the reimbursements of $450,000.
Since approval and award of contract by the City Council on June 26, 2012, construction
has started and is currently underway. The project is now scheduled to be completed by
mid - October. 2012.
The State of California Department of Transportation (Caltrans) now requires that a
supplement agreement to an already existing Master Agreement between the City and the
State by executed. In addition, a resolution is also required before incurred project costs

can be reimbursed by the State.
Proiect Details
The project includes the following improvements:
Repair Sidewalks /Curb Ramps in compliance with ADA accessibility requirements,
and installation of curb bulb -outs to lower speed of vehicular traffic and increase
pedestrian safety.
• Upgrade traffic signal equipment and modify cycles at the intersection of Garvey
and Jackson. This improvement will reduce the volume of vehicles queuing along
Garvey Avenue.
• Add In- Pavement Flashing Lights at appropriate crosswalk locations. These lights
will be activated by a push -button sensor and will display flashing lights when
persons cross the street at this location.
• Add Speed Feedback Signs at appropriate locations. These signs will help remind
drivers of their speeds and display a flashing yellow light when drivers are driving
above the speed limit.
• Add Pedestrian Count Down signals for the crosswalks at major intersections, and
upgrade street signage/ markings to increase visibility.
LEGAL REVIEW
The attached resolution has been reviewed and, °approved by the City Attorney.
FINANCIAL REVIEW
The State reimbursement of the $450,000 will fund the bulk of the construction contract.
ENVIRONMENTAL REVIEW
The project is categorically exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15304 (a) of the CEQA Implementing Guidelines. This exemption
covers projects involving minor alterations of land that do not have a significant effect on
the environment.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD,
CALIFORNIA, AUTHORIZING CITY STAFF TO EXECUTE THE
PROGRAM SUPPLEMENT AGREEMENT NO. 0J22, FOR SAFE ROUTES TO
SCHOOL PROGRAM, CYCLE 9, PROJECT NO. SR2SL -5358 (013) BETWEEN THE
CITY OF ROSEMEAD AND THE STATE OF CALIFORNIA
WHEREAS, certain State funds administered by the State of California are
conditionally available to the CITY OF ROSEMEAD, and
WHEREAS, the City has applied and received a funding approval of $450,000
from the State - funded Safe Routes to School, Cycle 9, Program; and
WHEREAS, the Program Supplement Agreement No. OJ22 is proposed to obtain
State funding for the City Safe Routes to School, Project No. SR2SL -5358 (013); and
WHEREAS, the Program Supplement Agreement No. OJ22 to Administering
Agency -State Master Agreement No. 00332S must be executed before project invoices
can be reimbursed; and
WHEREAS, the utilization of said funds is in the best interest of the CITY OF
ROSEMEAD.
NOW, THEREFORE, the City Council of the CITY OF ROSEMEAD does hereby
authorize the City Manager, the Director of Public Works or the Assistant Director of
Public Works to execute the Program Supplement Agreement No. OJ22 to Administering
Agency -State Master Agreement for State Funded Projects No. 00332S, between the
City of Rosemead and the State of California. '
