ADJOURNED REGULAR MEETING
MAY 6, 1975
1. CALL TO ORDER - 7:30 p.m.
An Adjourned Regular Fleeting of the Rosemead City Council was
called to order in the Council Chambers of the Rosemead City Hall
and moved to the Conference Room of the Rosemead City Hall at 7:30 p.m.
by Mayor Paul S. Taylor.

2. ROLL CALL:
Present: Andersen, Cichy, G. Taylor, P. Taylor, Trujillo
ABSENT: None
Ex officio: Brown, Davenport, Burbank, Tripepi, Durham
STUDY SESSION
3. DISCUSSION OF PROPOSED RECREATION C0194UNITY CENTER ON STEELE STREET
Council Discussion and Action as follows:
1) Aqreement to proceed with the Recreation Community Center on
Steele Street - to be placed on the next regular agenda for
formal action.
2) Instruction to the City Attorney to prepare a Resolution of
Intent to Build a Social Services Center in the City - to be
located south of Garvey Avenue.
3) Instruction to staff to research - Size, Cost, Layout etc.... -
for a Social Services Center and report back to Council for
further action.
4) Decision to hold a Community Meeting to inform Rosemead citizens
of the City's Building Plans (when data is available on Social
Services Center).
5) The Possibility of Establishment of a City "Information Center"
on a trial basis until a Social Services Center can be built.
Mr. Kenneth Pike - 9220 Steele Street - Rosemead, addressed the
Council expressing his views on the Community Center and Redevelopment.
Armando Gonzales, Architect for the Community Center addressed the
Council regarding projected increase in costs each month - and stated
that he feels the time is right to obtain a competitive bid.
4. STUDY OF ESTABLISHED CITY COUNCIL POLICIES
1) Councilman Andersen suggested that Ordinances and Resolutions be
prepared by and reviewed by the City Attorney before coming to
Council.
Discussion followed regarding the right of an individual Council Member
to request information from the City Attorney.
Mayor Taylor reminded the Council that when it involves an expenditure
of money it should be a directive from the majority of the Council.

2) MINUTES:
New Policy: That minutes be recorded as presently done and that
tapes of the meeting be preserved for one year...

3) DOCUMENT COPYING:
Staff to research actual cost of reproduction. General feeling
that cost for research should not be charged since it would not
be charged to the citizen requesting information and not copies.
Councilman G. Taylor requested a copy of the xerox billing..
4) PROCLAMATIONS:
Policy: Present Policy of Mayor signing all non-controversial
proclamations continued..
5) NEWSLETTER:
New Policy: Newsletter should be a News Sheet - and that Council
Members will be allowed to state a non-political
view..in issues. Issue before a municipal
election will not contain special treatment of
incumbents..
6) PI*.RSONNEL:
New Policy: Persons hired to fill vacancies of regular budgeted
positions shall be approved by the Mayor where the
monthly salary rate of the employee or the position
is $850.00 or over. (2903B-Municipal Code to be
revised)..
Discussion followed with regard to qualifications placed on
CETA Positions. Council will consider redesignation of Job
Titles at budget time.
Discussion followed regarding staffing and costs for the Recreation
Community Center, the Fern School Complex, and the proposed
Social Services Center..
The fleeting Adjourned at 9:30 p.m. to an Executive Session

ORAL COMMUNICATIONS
A. Hugh Foutz, Bicentennial Chairman addressed the Council
regarding:
1) A 4th of July celebration at the park (possibly an ice
cream social/picnic)
2) The Bicentennial Committee placing a corner stone at
the Recreation Community Center
B. Recreation Director Burbank suggested that the Bicentennial
celebration be tied in with the City Anniversary Picnic...
C. Mayor Pro Tem Trujillo thanked staff - specifically Beth Wyckoff
and Mike Burbank for a well run Cinco de Mayo on May 3rd...
There being no further business, It was moved by Councilman Andersen,
second by Mayor pro tem Trujillo to adjourn. Unanimously carried..
