September 6, 2012
The regular meeting of the Rosemead Traffic Commission was called to order by Chair Hall
at 7:11 p.m. in the Council Chamber, 8838 E. Valley Boulevard, Rosemead, California.

PRESENT: Chair Hall, Commissioners Russell- Chavez, Masuda, and Tang. Vice Chair
Quintanilla arrived at 7:15 p.m.
ABSENT: None
STAFF PRESENT: Public Works Director Marcarello and Administrative Assistant Llamas
1. PUBLIC COMMENT FROM THE AUDIENCE
Nazario Gonzales, resident on Marshall Street, expressed concerns with the proposed
installation of red curb at the corner Dubonnet Avenue and Marshall Avenue. He has lived
on Marshall Street for 42 years and hasn't seen any accidents to necessitate the installation
of red curbing. Mr. Gonzales told the Commissioners that by adding red curbing along
Dubonnet Avenue, residents will lose a parking space that is frequently used.
Chair Hall informed Mr. Gonzales that the proposed red curbing could improve pedestrian
safety. Mrs. Hall informed Mr. Gonzales that there is an SUV that parks at the corner that
makes it difficult for drivers to see pedestrians that cross the street.
Joshua Castillo, resident on Marshall Street, expressed concerns with the City adding red
curbing on Dubonnet Avenue. He informed the Commission that his house does not have
adequate driveway parking and they currently have to park two of their vehicles on
Dubonnet Avenue. Mr. Castillo also informed the Commission that his family doesn't feel
safe parking on Marshall Avenue because they've had a family member get side swiped
while visiting.
The Traffic Commission informed Mr. Castillo that they are willing to compromise with the
amount of red curbing that is proposed.
Brian Lewin, resident on Ralph Street expressed concerns with the Right Turn Only lane on
Marshall Street that leads in to the Rosemead Place Shopping Center. He asked if the
Commission can look into making it safer, where cars aren't allowed to make last minute
unsafe lane changes.

2. CONSENT CALENDAR
Commissioner Tang motioned, seconded by Commissioner Russell- Chavez to approve Item
A (July 12, 2042 Minutes) on the Consent Calendar. Votes resulted in:
Yes: Tang, Russell- Chavez, Quintanilla, Masuda and Hall
No: None
Abstain: None
Absent: None
The Traffic Commissioners asked staff to bring back Item B (Request to install red curb
painting at the corner of Dubonnet Ave. and Marshall St.) to next month's meeting with
additional information.
3. NEW BUSINESS
A. BICYCLE TRANSPORTATION PLAN- EDUCATIONIOUTREACH EFFORTS
Staff provided the Traffic Commission with a brief description on this issue including a
Power Point presentation. Staff also asked for additional input from the Commission as to
the types of targeted efforts for bicycle safety events and outreach programs.
Chair Hall asked staff if they have talked with surrounding cities to find out if they are in
support with the Bicycle Transportation Plan.
Staff informed the Commission that they have been in communication with surrounding
cities and have received a positive response. Staff has also plans to meet with the
surrounding cities to come up with a plan to apply for grant funding as a group.
Chair Hall recommended to staff that the plan be taken in phases due to the comprehensive
nature of the report.
Commissioner Masuda suggested that the outreach materials be produced as a joint effort
with other communities.
Staff informed the Commission that if there is a high amount of support, Metro may be able
to sponsor the cost of the promotional materials.
Commissioner Russell- Chavez suggested that it would be a good idea to provide local bike
shops with safety and promotional materials that can be handed out when a bicycle is
purchase by residents.
Commissioner Tang suggested that the City partner with bicycle manufactures to
sponsorships the safety programs. Mr. Tang also suggested advertising using social media
such as Twitter and Facebook.
Commissioner Masuda concurred with Commissioners Russell- Chavez and Tang and also
suggested that non - profit groups get involved to promote their organizations. Mr. Masuda
also suggested that a policybe developed regarding riding bicycles on sidewalks.

Staff will provide the Commission with suggestions and recommendations at a future
meeting.
B. REVIEW OF ANNUAL GOALS AND OBJECTIVES
Staff provided the Traffic Commission with a PowerPoint presentation along with a list of
future projects to be completed in 2013.
Commissioner Tang asked staff if they will also be receiving HSIP funding for the south side
of Rosemead.
Staff informed the Commission that the south side of Rosemead has been programmed with
grant funds but additional opportunities will be pursued.
Commissioner Russell- Chavez motioned, seconded by Vice Chair Quintanilla to pass the
Goals and Objectives. Votes resulted in:
Yes: Russell- Chavez, Quintanilla, Masuda, Hall, and Tang
No: None
Abstain: None
Absent: None
4. STAFF REPROT
Staff asked the Traffic Commission if they would be interested in scheduling Traffic
Commission meetings at 6:30 instead of 7:00 p.m. Such change would be made to coincide
with proposed meeting time changes for the Planning Commission.
The Commission agreed to change the start times of the Traffic Commission meeting.
5. COMMISSIONER REPORTS
Commissioner Masuda asked staff if they can have install left turn signs on Muscatel
Avenue and Mission Drive. Mr. Masuda also expressed concerns regarding the City's
Explorer buses.
Vice Chair informed staff that an overhead Valley Blvd sign has the wrong block number.
Chair Hall suggested to staff to that it would be a good idea to have yellow crosswalks
installed near school crossings to help improve visibility.
Commissioner Russell- Chavez commended staff for a nice job with the Street Slurry Seal
Project and asked if they will be replacing the old Welcome to the City of Rosemead signs.
Commissioner Tang concured with Commissioner Russell - Chavez's comments.

6. ADJOURNMENT
The meeting adjourned at 9:06 p.m. The next Traffic Commission meeting is scheduled for
October 4, 2012 at 7:OOp.m., and will take place at the Rosemead City Hall, City Council
Chamber, located at 8838 East Valley Boulevard.
