JANUARY 28, 1975
A regular meeting of the Rosemead City Council was held in the
Council Chambers of Rosemead City Hall and called to order at
8:00 p.m. by Mayor Paul S. Taylor.
1. The Pledge of Allegiance was led by Mayor pro tern Andersen
The Invocation was delivered by Reverend Tom Phillips of the
Church of Christ..

3. APPROVAL OF MINUTES: JANUARY 14th & JANUARY 23rd - 1975
It was moved by Councilman Andersen, second by Councilwoman Trujillo
to approve the minutes of January 14, 1975 as printed.

4. STATEMENT FROM COUNCILMAN PIKE
Councilman Pike requested that his statement be printed in the
minutes verbatim. There were no objections...
This is a historical night in the life of our City and while
still fresh in our minds, I wish to review Its History.
I have been in Rosemead since 1946, when we had the name but were
still County. We paid our taxes to the County then and-all of the
income generated by our population. Then we had to ask(the County
to spend some of this tax money back in Rosemead. We always got
the short end.'of the stick and nothing happened here in improvements.
Street sweeping once a month, no curbs or gutters, no new street trees,
and so on. This is what forced us and finally convinced a majority
of the voters to vote for incorporation. So we could have the use
of the money generated by our citizens and businesses.
This is when Rosemead started to accomplish something. A Park
District Tax was discontinued and paid for out of general fund. We
started a program of street renewal, curbs and gutters, saved for
construction of this City Hall and paid cash - No Bonds at completion..
NOW, the people who had been getting our tax monies for their use
rather than ours suddenly had to pay more taxes because we were no
longer subsidizing their improvements. YOU GET THE PICTURE.
We were for the first time keeping what we created. We had a
philosophy that a government that was well advised was a City that
kept abreast of the times and advanced while those not so well
guided slipped and either lost ground or hardly held its own - moved
at a snail's pace.
Now we had our againsters - those who said you can't do it
we'll end up and be taxed to death - stop the world, I want off
it will never fly - no change wanted - stay county. And the better
our City did the more foolish it made them look. So they never lost
an opportunity to put rocks in the path and then predict a wreck.
This coalition was put to bed for quite a while in 1965 when they
forced a referendum on Annexation. That was the year the Rosemead

Boosters were formed and Its die was cast for growth by a vote
margin of two-to-one on both sides of the fence ( Old Rosemead and
the new Annexation both voting). Rosemead: Do you want to Annex?
Proposed Area: Do you want to Join? Our growth was nothing short
of miraculous. Why? Because of having an Economic Development
Committee for advise (comprising the finest experts of the
business world) Bank Presidents, Managers, Attorneys, Businessmen,
School Boards, Accountants, etc.. If you are going to be advised, be
well advised by the best. It worked...
By 1970, we had increased our income from sales tax 800%. Since
then, another 600% for a total of 1400% in 15 112 years. And because
of this income we never put any taxes on property or business. We
didn't have to. While we achieved this record, other cities barely
increased and some even lost income from sales tax. So you wee why
I am proud to have been involved directly with this progress for
the past years.
This is a record I challenge anyone to duplicate. Unless sound,
proven methods are kept, we will cease to even hold our own.
This has been a sketch of what has happened while I have been
part of the team ...that's past. I want to take this opportunity to
thank all those who felt I lived up to my pledge to always represent
what my better judgement said was just and right for our City. I
really appreciate all their efforts. It has been a privilege to
have had the opportunity to associate with and be part of those
outstanding individuals. I thank those who contributed in any of
many ways.
Now along with the challenge I left on the record already past,
I am going to give you some idea with figures to prove what it will
cost a home owner a year if we have redevelopment in Rosemead - that
is allowing us to keep $700,000 a year to improve our City - and
this means new bridges, new parks, lights, libraries, and homes for
the old and disadvantaged.
County Budget is $2,800,000,000
1% of Budget = $28,000,000
$700,000 = .025 of 1%
A homeowner that pays $600 taxes a year:
1% of $600 = 6 X .025 = 15d a year for a home that pays $600 tax.
We have about 14,000 dwellings in Rosemead.
If we were to have to raise $700,000 by taxes it would average
$50.00 per house.
So, for 15t we get $50.00 or 14,000 homes X 15@ - $2,100 taxes we
would pay to retain for ourselves $700,000 city wide...
For the schools, I was assured by both Garvey and Rosemead Boards
that due to State guarantee of per capita student dollars and our
low assessed value, it would virtually make no difference in
their income.
This puts us right where we were before incorporation. Unless
we have a redevelopment agency to retain our tax dollars that are
generated within our boundaries, we will be exporting our money to
the County and then begging them to return some of it to us. Still
we will not only loose our own $700,000 but to add insult to injury,
we are now taxed to offset the redevelopment agencies of Los Angeles
County, the City of Los Angeles, Pasadena, Alhambra, Monterey Park,
Covina, E1 Monte, West Covina, and on and on and on to each community
that has adopted Community Redevelopment in the County of Los Angeles.

It is common sense to protect the City of Rosemead citizens'
best interest by retaining what we generate in wealth for our City
improvement and off-set what we are now paying to support other
agencies. These figures are authentic - check them out and think
hard on them. Let us see our tax buck stay here.
2,000 years ago, man had a saviour born on this earth. He was
misunderstood and eventually put to death. He was perfect and still
people panicked for fear of change.
Today we have a tool in Redevelopment that can be the salvation
of our deteriorating cities. It's not perfect but it is the best
man has been able to devise. Use it with wisdom and discretion -
don't be foolish enough to toss it aside because of unfounded fears.
God Forbid - we can't afford to pass even the opportunity to provide
a dozen jobs in the condition we find our economy in today, and any
convenience that means no commuting for a job or service can be a
God Send`to those so servdd.
To the new Council People - You felt you couldn't trust the
establishment. At least trust yourselves. You can't bind future
Councils so have faith. You are part of the establishment today.
Don't kill the goose that lays the golden eggs. Its the only goose
you have to ride to any record of accomplishing any goals you might
have. You've won your point of eliminating me from the scene. Don't
loose the victory by killing the only chance you have to helping our
City to be a better place to live, play, work, or shop in. That's
all I ask - Keep the good of Rosemead foremost in your thoughts at
all times...

5. REPORT OF CANVASS OF ELECTION.
City Clerk Davenport stated that per authorization given by
Resolution 74-82, she had canvassed the Special Election held
January 21, 1975, and found the returns to be correct as originally
reported.
6. RESOLUTION 75-3. DECLARING RESULTS OF ELECTION.
Attorney Brown presented Resolution 75-3 by title.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA
RECITING THE FACT OF THE SPECIAL MUNICIPAL ELECTION HELD IN SAID
CITY OF ROSEMEAD ON THE 21ST DAY OF JANUARY, 1975, DECLARING THE
RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW.
It was moved by Councilwoman Trujillo, second by Councilman G. Taylor
to waive further reading and adopt Resolution 75-3.

7. ORDINANCE 392• AUTHORIZING WHOLESALE NURSERIES WITH CUP,
Attorney Brown read Ordinance 392 by title.
AN ORDINANCE OF THE CITY OF ROSEMEAD AUTHORIZING WHOLESALE NURSERIES
IN ANY ZONE WITH A CONDITIONAL USE PERMIT AND AMENDING THE ROSEMEAD
MUNICIPAL CODE.
Mayor Taylor requested anyone wishing to address the Council to
please stand and be sworn in. There were none.
The Public Hearing was opened at 8:17 p.m. No one responded and
it closed immediately.
It was moved by Councilwoman Trujillo, second by Councilman Andersen,
to waive further reading and Adopt Ordinance 392.

Councilman Andersen suggested that the ordinance add the words:
and adjacent to or within a dining area capable of seating 60 persons.

9. STAFF REPORT. HOUSING & COMMUNITY DEVELOPMENT ACT
City Manager Tripepi read a memo dated January 23, 1975 from
Ralph Levy, Administrative Assistant which advises that the
County did not extend the deadline for entering into a participation
agreement with Los Angeles County to share the County's Housing
and Community Development Act Funding and therefore, the City will
not receive HCD Funding from the County.

to consolidate the April 22, 1975 election in the same 19 precincts
as the January 21, 1975 election and to allocate $7,300 to the
election account.

14. HEARING OFFICERS. .REPORT., ROSE ROOM - 1 .1
City Manager Tripepi presented the Hearing Officer's Report dated
January 21, 1975.
Councilman Andersen suggested that the words: and properly lighted
be added to condition number 9; and that a condition #12 be added
to read: That positive verification be obtained by checking licenses,
permits, and California Resale Permit that the restaurant is owned
and operated by the Applicant.
Attorney Brown stated that he would have to check to see if State Law
would preempt the City requiring condition #12.

15. CONSIDERATION OF COMMUNITY CENTER BUILDING
City Manager Tripepi presented his memo dated January 24, 1975 which
states that it is the feeling that staff could effectively implement
either the construction management method or the contracting method
(open bid) for construction of the Recreation Community Center.
Recreation Director Burbank showed an artist rendering of the proposed
building and referred to a draft agreement presented to the Council.

pursue the Construction Management method for construction of the
Recreation Community Center.,

16. CONSIDERATION OF HUMAN RESOURCES COMMISSION.
Holly Knapp - 8367 E. Whitmore - Rosemead, addressed the Council
regarding this proposed Commission. She suggested instead, a day
set aside by Council Members to be completely available to citizens.
Lillian Sacco - 3220 Walnut Grove - Rosemead addressed the Council
regarding this proposed .Commission. She urged citizen participation
if a Commission is appointed but questioned the need..
Councilman G. Taylor asked that the City Attorney prepare a written
opinion comparing this proposed Commission with the Redevelopment
Agency (i.e. under what control.??
There were no objections..
Councilwoman Trujillo suggested that consideration of the Human
Resources Commission be tabled until after the April election.
Mr. Hernandez - Evelyn -Rosemead, expressed a need for this
Commission.
Mr. Richard Diaz - 2403 San Gabriel Blvd. - Rosemead expressed a
"need for a orderly society" and the need to accept responsibility
for new problems.
There were no objections to deferring this item until after the
April, 1975 election.
17. REQUEST FOR AUTHORIZATION TO ATTEND CONFERENCE - REC. & PARKS DEPTS.
City Manager Tripepi presented memos from Director of Recreation
Burbank, and Park Supervisor Chandler requesting authorization to
attend the Annual Recreation & Parks Conference in San Diego -
Saturday, March 1, 1975 through Tuesday, March 4, 1975.
It was moved by Councilman Andersen, second by Councilman G. Taylor
to approve the foregoing requests.

18. APPOINTMENT OF TRAFFIC COMMISSIONER
Mayor Taylor recessed the Meeting to a Personnel Session at 10:15 p.m.

Mayor Taylor stated that he would like to reappoint Mr. Frank Magallanes
to the Traffic Commission for a two-year term.

20. TRAFFIC COMMISSION:
A. 4519 NO. ROSEMEAD BLVD. - VEHICULAR & PEDESTRIAN CONFLICT
Traffic Engineer Envall presented this Traffic Commission Memo
dated January 28, 1975 referring to a request for relief involving
vehicles entering the Community Psychiatric Center.
No Action at this Time...
B. IVAR AVENUE & GLENDON WAY - STOP SIGN
Traffic Engineer Envall presented this recommendation from the
Traffic Commission to install a "STOP" sign on the east side of
Ivar Avenue at the south approach to Glendon Way.
It was moved by Councilman Andersen, second by Councilwoman Trujillo
to approve the foregoing recommendation.

Mr. Juan Nunez - 2704 Del Mar Ave. - Rosemead addressed the Council
at this time regarding a School Caution Sign that he feels is too
close to the School on Del Mar Avenue.
Traffic Engineer Envall will investigate the placement of the sign.
C. EAST SIDE OF DEL MAR - RESTRICTED PARKING
Traffic Engineer Envall presented this recommendation from the
Traffic Commission restrict parking on the east side of Del Mar
Avenue from the Dan T. Williams School to Garvalia until the street
is improved and place advanced signing at the south approach to
the School.
It was moved by Councilman G. Taylor, second by Councilman Andersen
to approve the foregoing recommendation.

D. LOWER AZUSA ROAD - SPEED LIMIT MODIFICATION
Traffic Engineer Envall presented this recommendation from the
Traffic Commission that the speed be upgraded between Rosemead
Boulevard and the Southern Pacific Railroad to 40 MPH - to be
reviewed in one-year; and to place "DIP" signs on Lower Azusa
Road at Encinita Avenue.
It was moved by Councilman Andersen, second by Mayor Taylor to
approve the foregoing recommendation.

E. HELLMAN AVE. & SAN GABRIEL BLVD. - DIP SIGNS
Traffic Engineer Envall presented this recommendation from the
Traffic Commission that dip signs be placed on Hellman-Avenue
300 feet in advance of San Gabriel Boulevard.
It was moved by Councilman G. Taylor, second by Councilwoman Trujillo
to approve the foregoing recommendation.

21. WRITTEN COMMUNICATIONS
A. CINCO DE MAYO COMMITTEE
City Manager Tripepi read this letter from the Cinco De Mayo Committee
requesting permission to hold a Cinco de Mayo Parade, on Saturday,
May 3rd.
It was the consensus of the Council that they would like a staff
report on route and ground rules to be presented for approval at
a later meeting.
Mr. Robert Govella - 3113 Sullivan - Rosemead addressed the Council
regarding this parade and left a document with the Clerk explaining
the history of Cinco de Mayo.
B. CHAMBER OF COMMERCE.
City Manager Tripepi informed the Council of an invitation from the
Chamber of Commerce to attend an informal discussion between the
Council and the Chamber members to be held February 1, 1975 at the
Narramore Christian Foundation at 2:45 p.m.
ORAL COMMUNICATIONS FROM THE AUDIENCE (not on agenda)
A. Rose Bradley - 7914 Garvey Ave. - Rosemead addressed the Council
regarding her property on Strathmore (2736).. She is in the
process of getting bids on rehabilitation of the property.
B. Michael Herrera - 3218 N. Angelus - Rosemead, requested information
regarding the Sister City Program.
Mr. Foutz discussed the program briefly with him and he will
be forwarded information on the next meeting.
C. W. B. O'Connor - 4635 Fendyke Ave. - Rosemead, urged the Council
to reconsider the size of the Recreation Community Center Building.
22. MATTERS FROM CITY OFFICIALS
Mayor Taylor
(1) Thanked the Members of the Community Resources Advisory Committee
for serving on that Committee.
City Clerk Davenport
(1) Reminded the Council and the City Manager of Campaign Statements
due by January 31st and Financial Disclosure Statements due by
February 6th.
City Treasurer Foutz
(1) Advised the Council and Staff of the 1975 Arts and Humanities
Seminar and urged someone from the City to attend.

(1') Asked if Council shoudn't reconsider a 17,000 sq. foot
Recreation Community Center Building. Discussion followed...
It was moved by Councilwoman Trujillo, second by Councilman Andersen
to direct the Architect to hold up on working drawings and specifica-
tions until the next regular Council Meeting.
